Donquixote Doflamingo is widely considered one of the best villains in One Piece, thanks to Oda’s incredible character design. He served as the primary antagonist during the Dressrosa arc and set a high bar for future villains. While few have matched his impact, it appears Oda has introduced a new character in the final saga of One Piece who may finally be Doflamingo’s equal, or even surpass him.
The villain is Shamrock Figarland, who also happens to be the twin brother of Shanks, the red-haired Emperor. He’s a key character in the Final Saga – Oda even specifically featured him on a crucial page, signaling that he’ll be a major villain going forward.
Shamrock Figarland Will Be One Of One Piece’s Best Villains
Shamrock was introduced during the Elbaf arc of One Piece as a member of the World Government, specifically serving under Imu’s Holy Knights. He arrived in Elbaf with the intention of taking over the land and adding its people to the World Government’s forces. While it hasn’t been easy, Shamrock has already made a significant impact.
Elbaf is the home of the Giants, a race of powerful warriors who once ruled the New World. Shamrock Figarland insists the World Government must control their strength, speaking to Gunko during the events of the Elbaf Arc in One Piece.
Shamrock, as leader of the Holy Knights, is incredibly strong. He’s far more powerful than someone like Doflamingo. Shamrock is a fearsome fighter, and he made it clear to Loki that Loki isn’t on his level.
While power is important for a villain, Shamrock’s significance goes beyond just strength. He’s crucial to the overall story because he’s Shanks’ twin brother – a very important character in One Piece. Unlike Shanks, who fights for good, Shamrock is genuinely evil, and his actions in Elbaf have already demonstrated this to fans. He essentially represents an evil counterpart to Shanks and could play that role throughout the story.
Shamrock Is One Of One Piece’s Most Important Characters
In the Egghead arc of One Piece, chapter 1121 specifically pointed to Shamrock Figarland as a crucial character. Despite working for the Holy Knights – who are themselves under the authority of the Five Elders – Shamrock is recognized as a brilliant talent within the World Government.

He’s incredibly powerful, on par with someone like Shanks, as shown in the recent Elbaf flashback. This instantly makes him a compelling character. While his past is still largely unknown, his ties to the World Government and Shanks suggest he’ll be a major threat going forward.
Shamrock Might Fight The Yonko In The Future Of One Piece
Watching the world of One Piece unfold, it’s clear Shamrock is incredibly powerful and destined for some huge fights. He’s already a key player in the race to find the One Piece, and I have a strong feeling his first major battle in the Final Saga will be against Blackbeard. If Blackbeard attacks the Holy Land of Marijoa, I fully expect Shamrock to be the one defending it, considering he was quickly recalled there.
Blackbeard isn’t the only powerful enemy Luffy will face. Shamrock is also likely to become a major opponent, and that makes him a really compelling villain.
Shamrock Vs Shanks Could Be His End
Perhaps the most significant development is that Shamrock might be the ultimate enemy Shanks has to overcome. As twins, their conflict could culminate in a final showdown, with Shamrock potentially being the last obstacle standing between Shanks and victory when the decisive war starts.
I’ve been watching Shamrock closely, and honestly, I think he has everything it takes to become a better villain than Doflamingo in One Piece. He’s got the power, the charisma, and the depth of character to really stand out. I’m really hoping Oda-sensei delivers on the potential and makes Shamrock a truly amazing antagonist as the story goes on.
