Chapter 6 of Jujutsu Kaisen Modulo showed that Cross was trying to start a war between aliens and humans by manipulating Maru. If Maru were to kill a human, it could trigger a war, allowing Cross’s plans to move forward quickly. With Dabura fighting alongside them, the Simurians would have a significant advantage and could likely win the war.
It’s possible Cross might not be as heartless as he seems. He previously stopped Maru from attacking Okkotsu after hearing Okkotsu mention they could be neighbors, hinting at a softer side.
