
In the world of One Piece, only a handful of characters possess truly exceptional Haki. The Egghead arc recently showed the most powerful use of Haki ever seen, demonstrated by Joy Boy – a legendary pirate who lived centuries ago during the mysterious Void Century.
Joy Boy possessed incredibly powerful Haki, capable of negating Imu’s magic and even splitting the sky. Although Joy Boy’s Haki is considered the strongest in One Piece, a handful of other characters have demonstrated comparable skill and mastery of this ability.
Rocks D. Xebec (Domi Reversi’d)

Rocks D. Xebec was incredibly powerful, considered one of the strongest users of Haki in the world of One Piece. At the height of his abilities, he was said to be able to defeat a Marine Admiral with ease. But after a mysterious event called Domi Reversi, his power increased even further.
Rocks D. Xebec’s Conqueror’s Haki was incredibly powerful. It was strong enough to visibly split the sky, and even Roger and Garp had trouble overcoming it, primarily due to its sheer strength. They ultimately had to use their full power to break through his Haki, demonstrating his exceptional control. Currently, fans consider Rocks’s Haki to be the strongest they’ve seen since Joy Boy, putting it at a comparable level of power.
Gol D. Roger (Prime)

Gol D. Roger is known for having incredibly powerful Haki, among the strongest seen in One Piece. During the battle at God Valley 38 years ago, Roger managed to break through the defenses of Rocks when he was in his Domi Reversi’d form, but he had to use the full extent of his Haki to do so.
It’s easy to forget that Roger wasn’t at his strongest during that time. He actually became much more powerful over the next ten years, eventually reaching his peak. At his peak, Roger’s Haki was definitely stronger than that of Domi Reversed Rocks, even though we haven’t seen it demonstrated yet. At that point, his mastery of Haki was likely comparable to Joy Boy’s.
Shanks

Few characters in the series can match Shanks’ incredible mastery of Haki. He possesses exceptionally strong Haki, and uniquely, his Haki has been directly compared to that of the legendary Joy Boy. Joy Boy demonstrated immense power with his Haki, including splitting the sky, defeating Marine Vice-Admirals, and even nullifying Imu’s abilities.
Shanks is incredibly powerful, demonstrated by feats like splitting the sky and defeating Vice-Admirals in the Film Red movie. More recently, during the Egghead arc, even the giants Dorry and Brogy acknowledged that Shanks’ Haki is comparable to that of the legendary Joy Boy, leaving them unsure who was stronger. Currently, Shanks is widely considered the pirate with the strongest Haki, potentially matching or even exceeding Joy Boy’s level.
Saint Imu Nerona

Saint Imu Nerona has incredibly strong Haki. It’s so powerful that, 38 years ago at God Valley, even a combined attack from legendary figures like Roger, Garp, Whitebeard, Big Mom, Kaido, and Xebec couldn’t harm them. The only Haki known to have been able to withstand Imu’s power is that of Joy Boy.
I noticed even on Elbaf, Imu’s Haki seemed to be incredibly powerful – it actually made Luffy sweat! It’s clear Imu Narona is on a whole other level when it comes to Haki, far beyond almost anyone else in the One Piece world. I have a feeling Oda will really showcase the full extent of that power as the story moves towards its conclusion.
Monkey D. Luffy (Future)

Monkey D. Luffy is exceptionally skilled at using Haki. While the power of the Nika Fruit is significant, his Haki abilities are just as impressive. He’s mastered all three kinds of Haki, and his Conqueror’s Haki has become remarkably strong.
Currently, Luffy’s Haki isn’t as strong as Joy Boy’s, but he has the ability to reach that level and likely exceed it. Luffy’s Haki is constantly improving with each new challenge, and he’s expected to learn how to overcome even immortality during the Elbaf arc. Eventually, his Haki will become so powerful that he’ll surpass even the strongest characters alive today, like Shanks, Roger, and ultimately, Joy Boy himself.
