Microsoft has publicly released its Xbox Games Publishing Guide, which was previously only available under non-disclosure agreements. This release happens to coincide with the announcement of the Steam Machine.
Steam has long been a popular starting point for independent game developers looking to release their first game, often getting titles published within a month through SteamDirect. Getting games onto consoles like PlayStation and Nintendo can be more challenging, but Microsoft has historically been the most difficult. While Microsoft’s ID@Xbox program exists, many indie developers haven’t released their games on Xbox, often due to a complicated process. Now, inspired by the success of Steam, Microsoft is making its submission guidelines public, aiming to simplify the process for indie developers.
Microsoft Makes Xbox Games Publishing Guide Available for Everyone

Ed Stewart, a Senior Program Manager at ID@Xbox, recently announced on the Microsoft Game Dev Blog that the official Xbox Games Publishing Guide is now available to everyone, free of charge. You can find the guide here. According to Stewart,
We’ve made our game publishing documentation publicly available to help developers of all sizes learn how to release games on Xbox, according to Ed Stewart. This means both new and experienced developers can easily access, share, and use the guide throughout the game development process.
This new approach is very similar to what Steam is doing, which is great news for gamers. Steam recently announced plans to enter the console market with the Steam Machine, allowing users to play PC games on their TVs. Microsoft is clearly paying attention – Xbox head Phil Spencer even congratulated the Steam team. It seems Microsoft might be aiming to become more like Steam, and their recent decision to release popular franchises like Halo and Gears of War on other consoles could be a sign of things to come for Xbox.
