His leadership was feeble and his haughty demeanor made him appear detached from the realities faced by his people.
To put it simply, Gregory’s selfishness was boundless and, when confronted with peril, he forsook Rick’s group to prioritize his own safety. He never demonstrated the bravery to battle for his community, nor did he ever jeopardize himself to shield them from the Saviors’ harsh dictates. Moreover, Gregory’s betrayal of Maggie, a desperate play to reclaim leadership, highlighted just how far he was prepared to go to preserve his cushy position.
9. Dawn Lerner
Led With Fear, Lies, And Manipulation

Dawn Lerner governed Grady Memorial Hospital with an iron fist, masked beneath a warm and friendly demeanor. To the casual observer, she appeared as a fair leader maintaining order amidst disorder; however, her concept of ‘order’ was underpinned by manipulation, mistreatment, and domination. Despite her public proclamations about saving lives, she chose to ignore the abusive actions of her staff and responded to dissent with brutality.
Her most notorious action was manipulating Beth Greene emotionally, using kindness to keep her devoted and submissive. Even after Beth saved her life, Dawn responded with a physical slap. Her desire for dominance reached its peak during a hostage situation, where she demanded the return of Noah as a power move. The conflict ended in tragedy, with Beth losing her life at the hands of Dawn, solidifying Dawn’s reputation as one of the show’s most despised characters.
8. Pamela Milton
Power-Hungry Politician Who Lets Innocents Die

In the world of The Walking Dead, I once admired Pamela Milton as the polished, seemingly respectable Governor of the Commonwealth. At first sight, she managed things gracefully and compassionately, but upon closer inspection, her leadership was a façade concealing decay. Behind locked doors, she upheld a system that catered to the pre-apocalypse elite while suppressing everyone else, maintaining a skewed social order through police brutality, corruption, and forced labor camps.
After the passing of her son Sebastian, Pamela’s ruthless and manipulative nature surfaced completely. She resorted to various extreme measures such as arranging public kidnappings, perjury to secure executions like Eugene’s, and even went so far as to have a man murdered and fed to her undead son. What makes this worse is that she deliberately attracted hordes of walkers into the city on two occasions just to establish more control, leaving the majority to perish while safeguarding only the privileged few.
7. Pope
Fanatic With Delusions Of Divinity

The ruthless head of the Reapers, Pope, was once a soldier hardened by pain and conflict. His extreme survivalist band emerged from the wreckage of society like a violent religious sect, shaped by bloodshed and fire. Haunted by his past and corrupted by faith, Pope convinced both himself and his followers that they were divinely chosen, invincible, and above others. This belief drove his cruel actions, as he torched people alive, tortured prisoners for amusement, and saw massacres as God’s will.
I found myself captivated by his penchant for brutality, as Maggie’s valiant stand against him seemed only to fuel his madness. Yet, it was his hypocrisy that truly appalled me – preaching high ideals while shrouding himself in the cloak of others, always keeping his own hands untainted. He skillfully played on loyalty with terror, lashed out at his most trusted ally, Leah, and even boasted about strangling his dog as a twisted display of power.
6. Joe
Vicious Claimer Who Led With Savagery

Joe served as the ruthless head of The Claimers, a band of survivors who resorted to brutality following the outbreak. He championed firm leadership, advocating for integrity and unwavering loyalty among his followers. However, he eventually transformed his group into a band of merciless marauders. Joe was accountable for countless atrocities, including sexual assaults, murders, and cruel hunting down of innocent survivors.
Joe’s ruthlessness had no limits; he went so far as to menace Rick’s son, Carl, by suggesting that his gang would assault and murder him, all while planning to kill Rick himself. He was unfazed by the idea of murder, mental torment, or using others for twisted amusement. Moreover, his unwavering allegiance to a merciless code of conduct made him even more treacherous – anyone who defied him faced immediate death. Fortunately, his reign of terror came to an end when he was brutally killed by Rick’s group, but not before inflicting profound emotional damage.
5. Gareth
Cunning Cannibal Who Deceived Survivors

In essence, Gareth governed Terminus, a location billed as a refuge for the living. Yet, it was nothing more than an insidious trap. He and his followers enticed people with false promises, only to subject them to a grotesque fate: they were to be eaten. Remorse seemed foreign to him, even permitting the dismemberment of his own brother’s body for sustenance. His actions underscored the depths of inhumanity in a world bereft of empathy. In simple terms, he believed that survival demanded any measure, no matter how cruel – such as cannibalism.
What stands out about Gareth is his hypocrisy; after tormenting Rick’s group, he begged for leniency when it was his turn. His cowardice became apparent as he surrendered following a confrontation with Rick, having lost fingers, demonstrating his unwillingness to bear the repercussions of his actions. In the end, Gareth’s rule came to an end when his cannibalism was revealed, but not before he left a path of suffering for others.
4. Simon
Bloodthirsty Savior Who Was Too Violent Even For Negan

As a ruthless enforcer within the Saviors, I was infamous for my brutal and unpredictable violence. My heartless actions led to a grim end, yet not before I instilled a sense of terror and carnage in those who crossed my path. Even Negan, known for his own brutality, found my conduct overly extreme. Unlike my merciless leader, I had no inclination towards negotiations with adversaries; I desired their swift demise, disregarding factors such as age or rank – like when I mercilessly wiped out the Scavengers.
As a movie enthusiast, I can’t help but express my dismay at the ruthless act of slaughtering every male in Oceanside, even young boys, by Simon – an act that revealed his chilling lack of compassion and humanity. His insatiable hunger for power was evident when he tried to seize control following the belief that Negan had perished, but his hold on things was as precarious as his mental state.
3. Alpha
Psychopathic Leader Who Manipulated The Walker Horde

Alpha embodies raw, primitive savagery. A skilled puppeteer, she spread terror and exercised authority through merciless strategies. Recognized for adorning herself with the hides of walkers, she stealthily invaded enemy territories, employing her undead horde to sow panic among populations. Alpha’s rule was characterized by a bone-chilling disregard for human life. She showed no remorse in taking the lives of her own kind to uphold power and loyalty within her ranks, even leaving an infant exposed in the wild due to perceived danger.
One of her most shocking deeds was the brutal beheading of Tara, Enid, and Henry, their decapitated heads displayed as a gruesome deterrent. Despite Alpha’s rule coming to an end when her daughter chose to defect, her chilling legacy continued to haunt due to the terrible actions she had carried out.
2. Negan
Ruthless Former Leader Of The Saviors

Negan’s debut in The Walking Dead introduced one of the series’ most terrifying villains, a figure who might be among the most feared across pop culture as a whole. As the head of the Saviors, he exerted his power over numerous communities with an iron grip. His reign was characterized by fear, and he enforced this through the use of his famous bat, Lucille, to mete out public, emotionally distressing punishments. Among his most infamous actions were the killings of Glenn and Abraham, events that caused a ripple effect among fans.
Negan’s guidelines were straightforward: obey them or face lethal penalties. He didn’t hesitate to employ brutality to keep power, yet his enjoyment of cruelty was frequently overshadowed by his charm. He appeared to derive satisfaction from inflicting physical and mental torment on others, delighting in the distress and agony of his victims. Philip Blake, more famously recognized as The Governor, was the head of Woodbury and one of the series’ most terrifying adversaries. His ruthlessness, twisted power-hunger, and malicious inclinations made him one of the most detested characters on the show. Initially, The Governor appeared to be a savior, providing shelter for survivors; however, his true character was much more sinister. The Governor’s downward spiral into insanity started after the demise of his daughter, whom he refused to euthanize even when she transformed into a walker. As The Governor, he ruled with manipulative charisma but lacked genuine compassion, most notably demonstrated by keeping his zombified daughter imprisoned.
His aggressive behaviors extended from menacingly threatening Maggie to mercilessly killing numerous members of his own community, without a second thought. The most appalling instance occurred when he brutally decapitated Hershel Greene, a figure widely respected for his moral compass, in front of his loved ones and the entire group.
