Ichimoku possesses the ability to emit powerful laser beams from his eyes, and Jube can summon two wooden swords from his wrists – impressive quirks that could have made them successful Pro Heroes or even vigilantes. However, they seem uninterested in using these abilities for such purposes, instead preferring to stick with Pop☆Step.

5. Giulio Gandini

In the fourth movie of “My Hero Academia,” viewers were introduced globally to an intriguing character named Giulio Gandini, who served as the dedicated butler for the Scervino family and one of their key characters. His skills were ideal for this position due to his ability to utilize his Neutralization quirk to alleviate Anna’s persistent pain, which stemmed from her own quirk, Overmodification.

Unfortunately, the Gollinis discovered Anna’s extraordinary ability, leading them to assault her home and abduct her, leaving Giulio severely wounded and necessitating the use of cybernetic limbs. However, lacking a quirk didn’t hinder him from transforming into a formidable combatant. He leveraged his new arsenal, cutting-edge motorcycle, and military background to pursue the Gollinis and rescue Anna permanently. Although he wasn’t technically a hero, he was capable of matching the strength of Izuku Midoriya, one of the series’ most potent characters.

4. Chizome Akaguro (Stain)

A Bloodthirsty Vigilante Who Hated All Heroes (Except For All Might)

His wicked career was short-lived, though, and he ultimately chose to join forces with the heroes during the Final War. Tragically, All For One stole his quirk and took his life.

To top it off, I took Koichi Haimawari under my wing, nurturing him into a renowned vigilante/Pro Hero. Yet, in the epilogue, I found out he chose love over glory, marrying his partner and together, they established GeL Inc. as their joint venture.

The Most Powerful One For All User That Didn’t Become A Pro Hero
