In the uprising led by Star’s New Order, they manage to create an opportunity and loosen AFO’s control over Shigaraki’s emotions. Therefore, Deku must figure out a method to access this small opening and destroy Shigaraki internally, which is exactly what he accomplishes at the conclusion of the series.
