A particularly captivating element of the Naruto series is the expansive and enigmatic world built by Masashi Kishimoto. While much of the story unfolds in the main character’s home, Konoha, the series features many other compelling locations, each populated by skilled and powerful ninjas. Among these, Kumogakure, also known as the Hidden Cloud Village, stands out as especially intriguing.
Hidden in the Land of Lightning, this secretive but highly skilled society was a key player in the series’ overall story. Their long-standing rivalry with Konoha, combined with the incredible power of their ninjas, made them a formidable force. Although we only see a few of their people, it’s clear that Cloud Ninja are exceptionally strong, capable of challenging even the most powerful characters in the Naruto world.
Toroi
Most fans probably don’t remember Toroi, as he didn’t play a large role in the story of Naruto. However, even with limited screen time, he showed just how powerful the Hidden Cloud ninjas could be. While he was alive, Toroi was a key asset for Kumogakure, possessing a rare and incredibly strong ability called Magnet Release, which he inherited through his family’s bloodline.
Toroi had the ability to charge metal objects – or even opponents – with a strong magnetic force, allowing him to attract or repel them. He further enhanced this power by becoming highly skilled in shuriken combat. His accuracy, combined with his magnetic abilities, made his attacks incredibly difficult for ordinary ninja to defend against. However, his overall skill level wasn’t as high as other ninja from Kumogakure, and he didn’t play a significant enough role in the Fourth Great Ninja War for a full evaluation of his capabilities.
Darui
The Kages, leaders of the Hidden Villages, were incredibly powerful, but that power often made them targets for enemies. To ensure their safety, each Kage was assigned a team of bodyguards – the very best ninjas from their village. Darui was one of the Raikage’s protectors, and he stood out as a particularly gifted and unusual ninja from Kumogakure.
When he was young, Darui, who would later lead the Hidden Cloud, was chosen by the Third Raikage to be his student. He was the only person ever taught the incredibly rare Black Lightning technique, which dramatically increases speed and strength and turns his lightning-based attacks into much more powerful ones. Though Darui eventually became the Fifth Raikage by the end of the Naruto series, his power level during the final battles was still less than some of the strongest Hidden Cloud ninja.
Yugito Nii
Only a handful of ninja in the world of Naruto were strong enough to become Jinchuriki – humans used to contain the powerful Tailed Beasts. To even be considered for this process, a person needed both a robust physique and a large supply of chakra to keep the Beast from breaking free. Kumogakure, the Village Hidden in the Clouds, was unusual because it had two such powerful warriors, while most villages only had one.
Yugito was the first known person to become a Jinchuriki host for a Tailed Beast – specifically, the Two-Tails. She was a skilled and thoughtful fighter, highly respected even by the leaders of her village, Kumogakure. Becoming a Jinchuriki significantly enhanced her strength, speed, and senses. Notably, Yugito was one of the rare Jinchuriki who could fully transform into the Tailed Beast, something that demanded perfect harmony with the creature inside her. Sadly, she died soon after her introduction, making it difficult for fans to truly gauge the extent of her power.
Ginkaku
Ginkaku lived during a period of constant warfare between the Hidden Villages. As the younger of the Gold and Silver Brothers, he and his brother were notorious Kumogakure ninja who believed their incredible power and access to ancient artifacts entitled them to act however they wanted. This ruthless pair terrorized the Elemental Nations, and even nearly defeated the Second Hokage and Raikage in a fierce battle.

The brothers also gained the ability to use Kurama’s energy after eating some of the Tailed Beast’s flesh. Separately, Ginkaku, one of the series’ most powerful villains, was famous for wielding the Seven Star Sword – a weapon capable of trapping the souls of those he defeated. Even without using the sword’s special abilities, Ginkaku was an incredibly skilled swordsman, able to challenge even Darui and his team.
Kinkaku
Kinkaku, one half of the notorious criminal duo, was generally considered the more proactive leader. While both were skilled fighters, Kinkaku engaged in combat more directly. He wielded a large Banana Palm Fan, which allowed him to perform techniques based on all five basic elemental powers. Combined with his years of experience as a forceful fighter, Kinkaku was known for leaving significant damage wherever he went.
During fights, Kinkaku’s primary job was to create opportunities for his brother to capture an enemy’s soul and trap them within the Crimson Gourd. If that didn’t work, he could tap into a power similar to the Nine-Tails and fight directly. Because of his active participation and impressive skills in the battle against the Shinobi Forces, many fans believe Kinkaku is the more powerful of the Golden and Silver Brothers.
A – Fourth Raikage
The Third Great Ninja War was a devastating conflict, claiming the lives of countless ninja. Though remembered as a terrible tragedy, many who survived speak of exceptionally strong warriors who struck fear into their opponents. Among these was A, the Fourth Raikage, renowned as one of the fastest characters in the Naruto universe.
Though A looks like a heavy, slow fighter rather than a quick one, he can use his Lightning Release ability to move so fast he’s almost invisible. Combining this speed with his powerful fighting style, the Fourth Raikage could defeat many enemies incredibly quickly. Even Naruto struggled against A when they fought, demonstrating that he was a formidable opponent.
Killer B
The Hidden Cloud Village was home to more than one powerful Jinchuriki, including Killer B. He was the adopted brother of the Fourth Raikage, known for being cheerful, outgoing, and a passionate rapper. Like many Jinchuriki, B faced hardship and rejection growing up, giving him a particularly difficult past. Despite this, he became a skilled fighter, mastering the use of seven swords and gaining the ability to transform into the Eight-Tails.
B and his Bijuu were a perfect fit for each other, quickly forming a strong friendship and partnership. He demonstrated his power in a fierce battle against Sasuke and his group, Taka. Despite being significantly outnumbered, B easily defeated his opponents and nearly killed Sasuke with a single blow. Sasuke only survived by activating his Mangekyo Sharingan and using the Amaterasu technique; otherwise, B would have definitely won.
A – Third Raikage
Although the ninja world has existed for over a century, only a handful of ninjas have become true legends. A, also known as the Third Raikage from Kumogakure, is one of these exceptional warriors, renowned across the world for his incredible power. His strength, speed, stamina, and mastery of Lightning Release were unmatched, rivaling only the most powerful ninjas from history.

You know, this guy was already an incredibly powerful ninja, but what really made him a legend was the battle where he fell. It was during the brutal Second Great Ninja War, and the Hidden Cloud was about to be crushed. He made this unbelievable sacrifice, giving his comrades a chance to get away. Seriously, the Third Raikage stood against ten thousand enemy ninjas for days, taking down so many of them even as he was dying! It’s hard to even imagine the sheer strength it took to do something like that – no other ninja from the Hidden Cloud has ever come close to that level of power and selflessness.
