Naruto: Kishimoto Has Officially Revealed The Worst Hokage

In the world of Naruto, the Hokage are the leaders of the Hidden Leaf Village, widely considered the most powerful. While chosen by the village elders, a leader also needed to be popular with the people. This system began shortly after the village was created by its founders, Hashirama Senju and Madara Uchiha.

Although Hashirama is usually credited with establishing the village, it was Madara Uchiha who first came up with its name. Hashirama hoped Madara would become the leader, but the village elders and residents preferred someone from the Senju clan. So far, eight different people have held the position of leader.

Being the Hokage comes with huge responsibilities, and people really listen to what they say. That’s why it’s crucial for them to make good choices. Of course, Hokages are still human and have made mistakes. But Tobirama Senju seemed particularly prone to making some of the worst decisions in the Hidden Leaf’s history.

After Hashirama Senju, Tobirama became Hokage. He was quite different from his older brother, focusing on preventing problems rather than reacting to them. Tobirama viewed the Uchiha clan with suspicion and considered them a potential source of trouble. Soon after becoming Hokage, he started separating the Uchiha from the rest of the village.

Tobirama thought the Uchiha clan was too unpredictable, so he decided to limit their influence. He kept them occupied by assigning them to the Leaf Police Force and largely removed them from positions of authority. He also insisted they live apart from the rest of the village. These actions ultimately made the Uchiha feel isolated and unwelcome.

The villagers started to resent their home because they were consistently treated as less than others. This negativity stemmed from Tobirama, whose series of questionable choices created a growing divide. He separated the Uchiha clan, believing they were too driven by their feelings, and though he never explicitly stated his dislike for them, his behavior clearly showed a bias.

Tobirama’s decisions created difficulties for Hiruzen Sarutobi, who later became the Third Hokage. Hiruzen faced increasing frustration within the Uchiha Clan and attempted to calm the situation, but their resentment had grown too strong. They began plotting a takeover of the village, which would have resulted in many deaths. Hiruzen’s reluctance to act decisively, combined with the significant power he allowed Danzo to wield, ultimately led to the tragic Uchiha Clan massacre. Many believe this entire conflict could have been prevented if Tobirama hadn’t been prejudiced against the Uchiha, making him arguably the worst Hokage.

Naruto’s Reign Was Mostly Peaceful

Looking back at all the Hokage, I think Naruto’s time as leader brought the most peace to the Hidden Leaf. It’s amazing to remember how much people initially disliked him, but he completely turned things around with everything he did. He was the one who saved the village when Pain attacked, and he was crucial in winning the Fourth Great Ninja War, taking down Obito, Madara, Kaguya, and even Sasuke. He constantly risked his life for those he cared about. Because of all his bravery and accomplishments, many consider Naruto to be the greatest ninja who ever lived.

For most of his time as Hokage, Naruto enjoyed a peaceful reign. He built strong relationships with other villages and successfully prevented almost all conflicts. Other village leaders respected and trusted him, keeping the Hidden Leaf safe from attack. However, Naruto’s time as Hokage ended in the Boruto series, with Shikamaru taking over. This decision disappointed many fans who had hoped Naruto would remain Hokage for much longer.
