Madara Uchiha is often considered one of the most famous villains in Naruto, but when it comes to sheer power, Kaguya Otsutsuki is actually the strongest. She showed up near the end of the Fourth Great Ninja War and proved to be a truly formidable opponent.
Kaguya was incredibly powerful, far exceeding even Madara’s strength. It took the combined efforts of Naruto, Sasuke, Kakashi, and Sakura to seal her away. She was, without a doubt, the most formidable enemy they had ever faced – a disaster that couldn’t be handled by ordinary means.
The Boruto series shows that Kaguya Otsutsuki is no longer the biggest threat she once was, and current characters can handle her relatively easily. The newest villain, Jura, is incredibly powerful – so much so that he’s considered invincible. He’s significantly stronger than Kaguya and poses an even greater danger.
Kaguya Otsutsuki Is the Biggest Villain In Boruto In Terms Of Strength

Kaguya is widely considered the most powerful character in the Naruto series. Defeating her required the combined strength of the entire Team 7. To even have a chance against her, Hagoromo granted Naruto and Sasuke Six Paths powers, and Obito did the same for Kakashi. Despite all of this, they couldn’t kill Kaguya – they were only able to seal her away.
This world is my cherished creation, and I won’t let you destroy it any further. I’m ending your existence now. All power—all chakra—belongs to me! I will reunite it all into one. Hagoromo and Hamura, you turned against me, but I will take back what is rightfully mine. — Kaguya Otsutsuki, Naruto
Kaguya was incredibly powerful, initially capable of destroying the planet, and later even an entire dimension. However, the story strongly suggests that Jura is actually much stronger than she is.
Kaguya Is Still Low Ranked Compared To Other Otsutsuki
Surprisingly, Kaguya isn’t as powerful as some of the other Otsutsuki clan members. Momoshiki, for example, seems to be at a higher level than her. Plus, Kaguya worked with Isshiki, and he was the stronger of the two, indicating he outranked her in power.
It’s important to remember that Kaguya gained immense power by consuming the chakra fruit of Earth. However, even with that boost, Kaguya wasn’t as strong as Isshiki Otsutsuki. Now, Boruto is facing an enemy even more powerful than Isshiki, which means he’s already surpassed Kaguya in strength.
Jura Has Officially Surpassed Kaguya Otsutsuki And Madara In Boruto
In the Boruto series, Jura is believed to be the human form of the young Ten-Tails. He’s considered immensely powerful, to the point where he’s virtually unbeatable. It’s been stated that even Boruto and Kawaki working together wouldn’t be able to defeat him, highlighting just how strong he is.
You have no idea what you’re capable of. You’re not just any ninja, and you’re different even from those who hold the power of the tailed beasts. You’re human, but in a way, you remind me of Jura and myself.
I recall Kashin Koji being absolutely convinced that Naruto Uzumaki had the power to defeat Isshiki. He saw Isshiki as someone who could be killed in a fight. However, he had a completely different view of Jura – Koji truly believed Jura was an unstoppable force, someone who was invincible no matter what you threw at him.
Jura is more powerful than Isshiki, and because Isshiki was stronger than Kaguya, Jura is now the strongest villain we’ve seen in the Boruto series. This means Boruto’s current villain has already exceeded the power of Naruto’s biggest threat. While it might be surprising, this fits with how power levels have been increasing in Boruto, and it doesn’t look like that trend will stop.
We haven’t yet seen the full extent of Jura’s power, but he’s already stronger than anyone else in the series. He might even become historically powerful, surpassing anyone before him and remaining unmatched for a long time.
