In chapter 1145 of the One Piece series, viewers caught a brief peek into Loki’s past, revealing that his inspiration stems solely from the legendary pirate, Rocks D. Xebec. Throughout his life, Loki has idolized no one more than Rocks, going so far as to ask him for passage on his ship when he departs Elbaf. Regrettably, Rocks declined his request and a skirmish transpired between the two. Loki’s admiration for Rocks is so profound that he expressed a desire to have been born during the same time period as him, hinting at his willingness to follow in his footsteps.

Yet, it’s well-known among fans that neither of them were stronger than Rocks. Instead, another powerful figure named Whitebeard, who shares legend with Roger and Garp, served under Rocks D. Xebec.

Despite appearing weaker than Rocks during the God Valley Incident, it’s unclear if this was a consistent state for Roger, Garp, and Whitebeard throughout their lives. What is certain is that none of them were at their peak during the incident. However, it’s also known that all three characters, along with others like Whitebeard, grew significantly stronger over time. Oda, the manga creator, even mentions in the Oden flashback that the remaining members of Rocks’ Pirates became progressively stronger six years after the God Valley Incident, when Rocks was killed. Characters such as Whitebeard, Roger, Garp, Shiki, Big Mom, Kaido, and even Silvers Rayleigh and Scopper Gaban all demonstrated this growth in strength.

Approximately seven years after their encounter in the Grand Line, both Roger and Whitebeard found themselves at the pinnacle of their power, seemingly on par with Rocks D. Xebec. Although it’s officially acknowledged that Rocks was stronger than both Roger and Whitebeard during his time, the story suggests they might have closed the gap after his era, given their subsequent growth in strength.
