This power is so immense it could destroy the world. The story strongly implies Loki is stronger than Rocks D. Xebec, as he defeated King Harald – who was amplified by the Deep Sea Pact and surpassed Rocks in power – with apparent ease. This demonstrates a level of strength Rocks never reached.

5. Whitebeard

Plus, he also has the Gura Gura no Mi, which gives him the same world-shattering power as Whitebeard. Honestly, I think he’s underestimated, and he’s already stronger than his father was. It feels like he’s destined to finish what the Rocks Pirates started in the final stages of this conflict.

Shanks is incredibly powerful, having defeated Loki, who himself is strong enough to beat Harald – a warrior even more formidable than Rocks D. Xebec.
