Since then, even more powerful pirates have emerged in One Piece, many of whom are active today. While Rocks was a formidable opponent, he wasn’t the strongest pirate to ever live.
6. Loki

Loki, also known as the Accursed Prince of Elbaf, is incredibly strong. From a young age, he showed remarkable resilience – even a massive fall as a baby barely hurt him. As he matured, Loki developed powerful abilities, including Conqueror’s Haki.
Fourteen years prior to the current events, Loki ate the incredibly rare Devil Fruit of Elbaf, granting him the ability to become the Nidhogg dragon. This power is so immense it could destroy the world. The story strongly implies Loki is stronger than Rocks D. Xebec, as he defeated King Harald – who was amplified by the Deep Sea Pact and surpassed Rocks in power – with apparent ease. This demonstrates a level of strength Rocks never reached.
5. Whitebeard
- Devil Fruit: Gura Gura no Mi
- Haki: Armament, Observation, Conqueror’s
Whitebeard used to serve as a key member of the Rocks Pirates, and during that time, he wasn’t as powerful as the captain, Rocks D. Xebec. However, events at God Valley, revealed through flashbacks to Elbaf, showed that everyone who was part of the Rocks crew became incredibly strong after they split up. Whitebeard eventually rose to become one of the most powerful figures in the world, even rivaling Roger, which meant he ultimately exceeded Rocks D. Xebec’s strength.
Whitebeard possessed the incredibly destructive Gura Gura no Mi, capable of leveling the world, and combined it with exceptionally strong Haki, which he wielded through his sword, Murakumogiri. By the peak of the Pirate Era, he was universally recognized as the strongest pirate, the King of the Seas. Even Garp, a legendary and incredibly powerful figure, acknowledged his title. Despite being gravely ill, Whitebeard single-handedly wreaked havoc on the Marine Headquarters during the Summit War.
4. Blackbeard

Blackbeard is a rising pirate with the potential to become as powerful as the most infamous figures from pirate history. He’s the son of Rocks, but far surpasses his father in strength. Blackbeard has a unique body that can absorb incredible amounts of damage, and he’s mastered not one, but two, powerful Devil Fruit abilities – something even Rocks couldn’t achieve.
I’ve been watching Blackbeard closely, and it’s clear he’s incredibly dangerous. He possesses the Yami Yami no Mi, a Devil Fruit that can essentially cancel out anyone else’s powers – even those as strong as Imu’s. Plus, he also has the Gura Gura no Mi, which gives him the same world-shattering power as Whitebeard. Honestly, I think he’s underestimated, and he’s already stronger than his father was. It feels like he’s destined to finish what the Rocks Pirates started in the final stages of this conflict.
3. Monkey D. Garp

Monkey D. Garp is a famous and powerful character in the One Piece world. In his younger days, he was feared by pirates everywhere, and his strength was considered to be on par with the greatest pirate of all time, Gol D. Roger.
During the battle at God Valley, Garp clashed with Rocks, who was empowered by Domi Reversi. Garp’s most powerful attack, the Infinitum Explosion, actually inflicted a serious, potentially fatal wound on Rocks. This demonstrates that even at that time, Garp possessed the strength to rival Rocks.
This event marked the true start of Garp’s rise to fame. As he grew more powerful over time, it became clear he eventually exceeded Rocks in strength.
2. Gol D. Roger

Gol D. Roger was the Pirate King, and he once had a major conflict with Rocks D. Xebec. Many people used to believe Rocks was the stronger pirate, but the recent events in the Elbaf arc of One Piece have proven that wasn’t the case.
Around 56 to 38 years ago, Rocks D. Xebec was the more powerful pirate, exceeding Roger’s strength. However, during the battle at God Valley, Roger demonstrated he was a formidable opponent. Even with a significant power boost from Imu, Rocks couldn’t withstand Roger’s strongest Haki attack, known as God of Fire Ace, which broke through his defenses. This proved Roger possessed superior Haki. Importantly, it’s established that Roger continued to grow even stronger after God Valley. Ultimately, at his peak, Roger far surpassed the power of Rocks D. Xebec.

Shanks is one of the most powerful pirates in the world, known as one of the Four Emperors. Despite losing an arm, he’s incredibly strong – a force very few can handle. Even the leaders of the World Government fear him, believing he’s too unpredictable and dangerous to control when he fights seriously.
Shanks is incredibly powerful, having defeated Loki, who himself is strong enough to beat Harald – a warrior even more formidable than Rocks D. Xebec. This puts Shanks far above Rocks in terms of strength. Based on how the story has developed, Shanks is now likely strong enough to challenge even the Pirate King. He clearly surpasses the legendary Rocks, and we’ll gradually see the full extent of his abilities as the story progresses.
In the Egghead Arc, Oda showed just how powerful Shanks is by comparing his Haki to that of the legendary Joy Boy. Since Joy Boy’s Haki actually hurt the World Government’s leader, Imu, this comparison implies Shanks is incredibly strong – likely far more powerful than almost anyone in history. It’s clear Shanks is now one of the strongest characters in the series, and possibly the strongest of them all.
