The Marine Admirals are widely considered the World Government’s strongest fighters, making them some of the most powerful people in the world of One Piece. They rank just below the Fleet Admiral in authority and are comparable in strength to the Yonko. Because they are so powerful, defeating an Admiral is a rare and difficult accomplishment. However, several incredibly strong characters in One Piece have managed to do so, proving their own immense power.

Garp

  • Affiliation: Marines
  • Haki: Observation, Armament, Conqueror’s

Garp is a legendary figure in the world of One Piece, known for his long and impressive career as a Marine. He became a symbol of hope, fighting against pirates worldwide. Remarkably, he’s even challenged and defeated high-ranking officials within the Marines, including a former Admiral. Recently, in the Egghead Arc, Garp faced off against all of Blackbeard’s top commanders, and also had to battle his former student, Kuzan, during the conflict.

Kuzan was a Navy Admiral until the Paramount War, after which he had a falling out with Sakazuki and joined the Blackbeard Pirates. During the events on Egghead, he fought Garp, and it was clear Garp was the stronger fighter, easily defeating Kuzan. However, allowing Garp to win outright would have been a problem, so the Blackbeard Pirates used Koby as a hostage. Shiryu stabbed Garp through the chest, and despite this serious injury, Garp managed to free all the slaves, including Koby, from the pirates. Although Garp eventually fell to the Blackbeard Pirates, he succeeded in his mission. In their one-on-one fight, Garp clearly outperformed Kuzan, achieving his objective and winning the battle.

Monkey D. Luffy

As a huge One Piece fan, I’ve been following Luffy’s journey closely, and it’s been amazing to see how much stronger he’s become! Early on, the Admirals completely dominated him in their fights. But after the timeskip and becoming a Yonko, Luffy’s power level skyrocketed. We really saw that in the Egghead Arc with his fight against Kizaru. Even holding back, Luffy absolutely crushed Kizaru, leaving him down for over ten minutes – it was incredible!

Luffy’s priority was protecting Vegapunk from Kizaru and giving his crew time to escape the island. He succeeded brilliantly, even delivering a devastating attack called White Star Gun that temporarily paralyzed Kizaru when he directly threatened Vegapunk. Although Luffy lost access to his Gear 5 transformation during the fight, it was still a win for the crew overall.

Rocks D. Xebec

  • Haki: Observation, Armament, Conqueror’s

Rocks D. Xebec was an incredibly powerful pirate, and flashbacks in the Elbaph Arc demonstrated his immense strength repeatedly. He fought against many of the strongest individuals of his time, including a Navy Admiral.

Fifty-six years ago, he secretly entered Marijoa during a Reverie, where he defeated and killed a Navy Admiral in combat. He then fought King Harald of Elbaf, and the two formed a powerful and lasting friendship.

Whitebeard

  • Haki: Observation, Armament, Conqueror’s

Whitebeard began his life as a pirate aboard an unnamed vessel. He later joined the crew of Rocks D. Xebec after a competition known as a Davy Back Fight. Thirty-eight years ago, at a place called God Valley, that crew disbanded, and Whitebeard set out to form his own pirate group, the Whitebeard Pirates.

During the Summit War, Whitebeard and his crew fought with everything they had against the combined forces of the Marines and the Shichibukai. Whitebeard, despite his age and weakened condition – he could no longer use Conqueror’s Haki – proved his strength by easily overpowering Akainu with just a few blows, temporarily paralyzing him and allowing his crew to escape. Though Whitebeard ultimately died in the war, his incredible power was undeniable.

Shanks

  • Affiliation: Yonko
  • Haki: Observation, Armament, Conqueror’s

Shanks, the captain of the Red Hair Pirates, is known as one of the most powerful figures in the One Piece world. True to his reputation, he’s even fought against a Navy Admiral. During the Wano Country arc, while searching for Blackbeard near Wano, Shanks sensed the presence of Aramaki within the country itself.

Right after that, Shanks used a powerful burst of Haki that completely shut down Aramaki’s Devil Fruit abilities, effectively freezing him in place. Aramaki surrendered immediately and left Wano, which was a major win for Shanks and proved he’s stronger than any of the Navy’s Admirals. Though they never had a full-blown fight, it didn’t matter since Aramaki simply gave up.

Akainu

  • Affiliation: Marines
  • Haki: Observation, Armament

Akainu is now the highest-ranking officer in the Navy, known as the Fleet Admiral. Under his leadership, the Navy has become incredibly forceful, with power that now matches the might of the Four Emperors who rule the New World. Before the two-year timeskip, he served as one of the Navy’s Admirals, alongside Kizaru and Kuzan.

Following the Paramount War, Akainu clashed with Aokiji in a fierce battle on Punk Hazard. The fight raged for ten days, completely transforming the island. One half froze over permanently, while the other became a landscape of magma and lava. Akainu won the battle, leading to his appointment as Fleet Admiral. Aokiji, unwilling to serve under Akainu, left the Marines and eventually allied himself with Blackbeard, becoming the tenth captain of his pirate crew.
