One Piece: 6 New Admiral-Level Characters Introduced In Elbaf, Ranked (And Why Loki Isn’t #1)

The Admirals are consistently portrayed as incredibly powerful characters in the world of One Piece. They represent the Navy’s main fighting force and are among the World Government’s greatest assets. Their strength places them at the very top tier of power in the series, comparable to the Yonko. Throughout the story, Oda has presented several strong Admirals who rarely lose a fight. However, in the Final Saga, particularly during the Elbaf arc, we’ve seen new characters emerge who are equal to or even stronger than the Admirals, showcasing a new level of power and introducing some truly formidable opponents.

Ragnir

The Beloved Weapon Of Loki

Ragnir is a hammer with the powers of the Ratatoskr Devil Fruit, and it’s used by Loki. For hundreds of years, Ragnir protected a very important treasure of Elbaf – the Mythical Dragon Devil Fruit that Loki eventually consumed. No one, not even the strongest warriors in Elbaf’s history like King Harald, could overcome Ragnir’s defenses.

Ragnir is an incredibly powerful fighter. Even with Conqueror’s Haki, Loki struggled to defeat him, and Ragnir actually broke Loki’s hammer. Ultimately, Ragnir recognized Loki’s potential and allowed him to consume the Devil Fruit. Ragnir’s strength is on par with that of a Navy Admiral.

Gunko

A Powerful Holy Knight

I’m still so hyped about Gunko, who we finally got a good look at during the Elbaf arc! From the moment she arrived with Shamrock, it was clear she’s ridiculously powerful. She’s got amazing Haki, and can even completely hide her presence – seriously impressive! But what really blew me away is her Devil Fruit ability. Basically, any attack she ‘paints’ with her arrows is guaranteed to hit, no matter what! It’s almost like she’s telegraphing everything, showing her enemies exactly where she’s going to strike, but they still can’t avoid it! And those attacks? Absolutely devastating. It’s a fascinating power, and I can’t wait to see more of her in action.

Honestly, Gunko is terrifyingly powerful. Even Loki, with his giant heritage and strength, couldn’t withstand her attacks! Shamrock actually thinks Gunko surpasses even Loki in a fight, which is saying something. What’s really strange is how fixated Imu is on her. When Imu takes over Gunko’s body, the power level just skyrockets. Seriously, everything points to her being at least an Admiral-level threat – and it makes sense when you consider she took down five Straw Hats, including Jinbei, almost instantly! It’s just incredible.

Rocks D. Xebec is easily one of the most powerful characters in the world of One Piece. Though hinted at during the Wano Country arc, his full story unfolded in the Elbaf arc through Loki’s memories. As fans expected, Rocks was an incredibly formidable pirate. Before even forming his crew, he effortlessly defeated and killed a Navy Admiral, and then fought on equal footing with King Harald.

Let me tell you about King Harald – he was legendary! People say he was the strongest king Elbaf has ever seen. He was descended from the Ancient Giants, and even without a Devil Fruit, his Haki was just unbelievable. He mastered all three types, but his Conqueror’s Haki? That was on another level entirely. Seriously, it was something special!

Harald was incredibly powerful, capable of overwhelming any nation instantly. Receiving the Deep Sea Pact from Imu made him even more formidable – surpassing even the Five Elders, who labeled him a devastating force of nature. His abilities were beyond human understanding, and only Loki could possibly challenge him in the world of One Piece.

Loki

The Accursed Prince of Elbaf

Loki, the infamous prince of Elbaf, is an incredibly powerful and terrifying figure. He was hinted at during the Whole Cake Island arc, but fully appeared in the Elbaf Arc. Known for killing King Harald fourteen years prior, he also consumed a legendary Devil Fruit unique to Elbaf. Born with strange eyes, Loki was abandoned by his own mother and cast into the Underworld. This rejection fueled his monstrous growth, and he’s become increasingly powerful over time.

  • Loki is incredibly powerful, mastering all three types of Haki, especially the rare Conqueror’s Haki. He also has a powerful Devil Fruit – the Mythical Western Dragon – allowing him to obliterate entire nations. This makes Loki one of the strongest characters in the One Piece world, easily capable of defeating several Admirals simultaneously.

Shamrock Figarland

Shamrock Figarland is Shanks’ twin brother and one of the most powerful characters in the One Piece world. He was formally introduced during the Elbaf Arc, appearing with fellow Holy Knight Gunko. As the current captain of the Holy Knights, Shamrock is incredibly strong, with many believing his skills match those of Shanks, the red-haired Emperor. He fights with a formidable sword called Cerberus, which can transform into a monstrous, three-headed beast capable of severely injuring even powerful opponents like Loki.

While Shamrock’s full strength remains unknown, he believes he surpasses Loki. Notably, Loki, a powerful monster himself, served under Shamrock’s command as a Holy Knight. Considering Loki lost to Shanks six years ago, and that Shanks and Shamrock are considered equals, Shamrock is likely more powerful than Loki. This suggests Shamrock is also significantly stronger than any of the Navy Admirals.
