Saint Nerona Imu is the ruler of the world in One Piece and is considered one of the original twenty Kings, as well as one of the most powerful characters ever. He’s an immortal being from the long-ago Void Century who created the World Government and has been ruling for centuries. It’s also known that he’s an incredibly skilled fighter, having battled Joy Boy in the distant past.
Although Imu hasn’t shown everything he’s capable of, the recent events in the story have revealed a lot about his power, making it clear he’s one of the strongest people in the world. Very few characters in One Piece could fight him and live to tell the tale.
Monkey D. Luffy
Monkey D. Luffy is the main character of the popular manga and anime series, One Piece, and is now one of the most powerful pirates in the world, known as one of the Four Emperors. He’s become a major threat to the mysterious Saint Imu Nerona. Luffy gained his incredible power from the Hito Hito no Mi, Model: Nika fruit, which he fully awakened during the Wano Country arc.
Luffy now has complete control over Gear 5, unlocking a power so immense that even Imu is afraid of it. His Nika abilities are incredibly strong, and when fully developed, could put him on equal footing with Imu. The story is heading towards a confrontation between them, and Luffy is destined to win. Until that battle, Luffy needs to continue getting stronger, but even now, he poses a serious threat to Imu.
Shanks
Shanks is a tremendously powerful pirate and one of the Four Emperors who rule the seas. He comes from a noble background β the Figarland family, who are descended from the Celestial Dragons β but ended up joining the Roger Pirates as a child during a chaotic event known as the God Valley Incident. Raised by Roger and his crew, Shanks learned from the best and, combined with his own immense skill, became one of the strongest pirates in the world.
Shanks is incredibly powerful β even the formidable Nidhogg couldn’t defeat him in battle. This strength allowed him to become one of the Four Emperors of the Sea with relative ease. He’s among the strongest characters in the One Piece world, and many believe he’s the strongest human. Though Imu is more powerful, Shanks is still strong enough to put up a fight against him.
Gol D. Roger
Gol D. Roger, known as the Pirate King, was incredibly powerful and a major figure in the world of One Piece. He ruled the seas in a previous era of piracy and was the only person, aside from Joy Boy, to reach the legendary island of Laugh Tale. He achieved this by becoming exceptionally strong and finding all of the Road Poneglyphs.
Roger was fortunate at times, but he was also incredibly powerful β arguably the strongest of his generation, even stronger than someone like Rocks D. Xebec. Though Imu was still more powerful overall, Roger would have been a formidable opponent, putting up a spectacular fight. Without a doubt, Roger was a major challenge for Imu, as his actions sparked the Great Pirate Era and the quest for the One Piece, which likely wouldn’t have happened otherwise.
Davy D. Jones
Around the time of the Void Century, Saint Imu Nerona considered Davy D. Jones to be a significant enemy, similar to Joy Boy. Not much is known about Jones, except that he may have been a former World King who was ultimately defeated and cursed. However, powerful figures like Rocks D. Xebec and Marshall D. Teach are descended from his bloodline, and both play crucial roles in the larger story of One Piece.
Imu, the mysterious ruler, greatly feared Davy D. Jones, suggesting he possessed immense power. Imu viewed Jones as equally dangerous as the legendary Joy Boy, indicating Jones was a pirate who could have rivaled him in strength and influence.

Joy Boy
Joy Boy was a powerful pirate who lived during the Void Century. According to Vegapunk, he once possessed the Hito Hito no Mi, Model: Nika, a Devil Fruit that granted him abilities similar to Luffy’s Gear 5.
Joy Boy was incredibly skilled in Haki, as demonstrated in the Egghead arc. Their Conqueror’s Haki was so potent that it even caused Imu pain from thousands of miles away. Joy Boy is a character with the potential to not just match Imu in a fight, but possibly win. While we don’t yet know the full extent of their abilities, it’s clear Joy Boy is an exceptionally powerful warrior.
God of War
The God of War is a powerful figure created by Oda in the Elbaph arc of One Piece. This god lived in Elbaph long ago and could transform into the Nidhogg. They were also accompanied by Ratatoskr, the Ice Squirrel, and together, they made Elbaph the most formidable place in the world.
Considering the God of War once battled the powerful Sun God Nika, it’s reasonable to assume he possessed enough strength to challenge Saint Imu Nerona as well.
Sun God Nika
Nika, the Sun God, is an enigmatic figure from the land of Elbaph, believed to have existed over a thousand years ago. He’s always shown with a sword and shield, and legends say he’s either a god of freedom or a god of destruction. Either way, Nika is incredibly powerful, with the potential to destroy the entire world.
Nika shares the same incredible abilities as Luffy and the legendary Joy Boy, instantly placing him on the same level as the powerful Saint Imu Nerona. How Nika originally gained these powers, potentially without even a Devil Fruit, remains a mystery. However, the author, Oda, will likely reveal the answer as the story unfolds in the Final Saga.
One Piece is available to stream on Crunchyroll.
