One Piece: 8 Strongest Non-Devil Fruit Users In Elbaf, Ranked

Devil Fruits are a major source of power in the world of One Piece, but they aren’t the only way to become strong. Many fighters in One Piece can achieve great strength without relying on Devil Fruit abilities, and this is becoming increasingly clear in the latest part of the story, particularly in the arc taking place in Elbaf.

The world of giants has just welcomed Imu, and we’ve learned what kind of Devil Fruit Loki possesses, making Devil Fruits seem like the ultimate power source. However, plenty of incredibly strong characters don’t rely on them at all. Many excel through mastery of Haki, while others depend on powerful weapons to compete.

Franky

I’ve been watching Franky, the Straw Hat Pirates’ shipwright, and even though he’s not part of the Monster Trio or able to use Haki yet, he’s definitely a capable fighter. He’s proven time and again how valuable he is in a fight, like when he took down one of the Tobiroppo, Sasaki, pretty easily during the Wano arc. Now that they’re heading to Elbaf, I think we’ll see him really shine. Oda’s already given us hints that Franky might unlock Armament Haki, and I have a feeling Elbaf is where he’ll finally master it.

Jarul

Jarul used to be a leader of the Giant Pirates, working alongside his friend Jorul. Sadly, Jorul died many years ago when he was fatally wounded by Linlin. Because of this, and the fact that Jarul is over 400 years old, most people believe he’s lost much of his strength and is no longer at his peak.

Even with everything he’s been through, Jarul remains a powerful and dangerous opponent. He was once considered the strongest man in the world during his time as a pirate. While he probably won’t be a central fighter in the upcoming Elbaf arc, the author, Oda, will likely give him one last significant moment to shine.

Jinbe

Aside from Luffy, Zoro, and Sanji, Jinbe is the most powerful member of the Straw Hat crew. He’s a Fishman, renowned as the Knight of the Sea, and considered one of the strongest Fishmen ever. Jinbe fights using Fishman Karate and Haki. While he was recently defeated by Gunko, a Holy Knight, during the events in Elbaf, this wasn’t entirely surprising given Gunko’s strength.

Jinbe remains a very strong warrior, especially impressive considering he doesn’t have Devil Fruit powers. While he might not be the main focus of this story arc, he’s still likely to be a key player in the fight against Imu’s forces.

Sanji

Besides Zoro, Sanji is a major strength for the Straw Hat Pirates, and he doesn’t need a Devil Fruit to be powerful. He’s a highly skilled fighter who uses only kicks. Since the Wano arc, his natural abilities have been enhanced, making him even stronger.

Sanji is incredibly durable, possessing the highest resilience within the Straw Hat crew – his body is like steel. While he hasn’t had a major moment yet in the Elbaf arc, fans anticipate he’ll play a crucial role against Imu’s forces. Like Zoro, Sanji is highly skilled in Haki, particularly Observation Haki. Many believe Elbaf will be the place where Sanji finally awakens Conqueror’s Haki, a possibility repeatedly suggested by the author, Oda.

Roronoa Zoro

  • The Elbaf arc in One Piece features many characters with incredibly strong Devil Fruit powers. However, characters like Roronoa Zoro remain among the most powerful, despite not having any Devil Fruit abilities themselves. Zoro, the swordsman of the Straw Hat Pirates, is a master of the blade, and his strength has increased dramatically since he obtained the sword Enma. He’s also highly skilled in Haki, particularly Armament Haki, but he can also use both Observation and Conqueror’s Haki.

Dorry

Dorry is a co-captain of the Giant Pirates and first appeared in the Little Garden arc. He already seemed strong back then, and it was later revealed his bounty is a massive 1.8 billion berries – a huge increase from the previously thought 100 million. This makes Dorry one of the characters with the highest bounties in the series. When you add his bounty to that of his fellow captain, Brogy, together they’re considered a force comparable to the Yonko, the four most powerful pirates.

Unfortunately, Dorry will be fighting against the heroes in this story arc, due to a power called Domi Reversi inflicted upon him by Imu. This power has made Dorry incredibly strong – he was already a powerful character, and now he’s practically immortal, making him one of the most dangerous opponents around.

Brogy

Dorry’s incredible power is closely tied to his partner, Brogy. They are perfectly matched, a fact consistently highlighted by the author. Both have a bounty of 1.8 billion berries and jointly lead the Giant Pirates, continuing the legacy of previous leaders like Jarul and Jorul. Like Dorry, Brogy has also been affected by Imu’s Domi Reversi, making him a significant danger to the island of Elbaf.

I’ve been watching Brogy, and when he’s really fired up, he’s incredibly powerful. It seems like you’d need a very high level of Haki – Conqueror’s Haki specifically – just to even hurt him. Honestly, Brogy and Dorry are two of the toughest fighters I’ve seen on Elbaf who don’t rely on Devil Fruit powers. Taking either of them down, especially when they’re at their peak, would be a serious challenge.

Scopper Gaban

Among characters in the Elbaf arc of One Piece who don’t have Devil Fruit powers, Scopper Gaban is clearly the strongest. He used to be Gol D. Roger’s powerful right-hand man and now lives in Elbaf with his wife, Ripley, and their child, Colon. In his younger days, Gaban was an incredibly formidable fighter known as the Mountain Eater, but he’s now quite elderly.

Even so, Gaban remains a strong asset to the Straw Hats. As a former crewmate of the Pirate King, he proved his incredible power by easily overpowering both Luffy and Zoro. He also clearly possesses a high level of Haki. Notably, Gaban was the first character in One Piece shown to defeat an immortal being with a single blow, taking down Sommers. He could have easily defeated all the Holy Knights on Elbaf if his son hadn’t been taken hostage.
