Rocks D. Xebec was undoubtedly the most powerful individual at God Valley. As the captain of the Rocks Pirates, he led what was considered the strongest crew to ever navigate the Grand Line.

Rocks D. Xebec journeyed to God Valley with a single purpose: rescuing his wife and son, Teach. He accomplished this goal, even after suffering a defeat there. He was incredibly strong, requiring Roger and Garp to team up against him, and it seems Imu was ultimately responsible for his downfall.
