The first way out for the Navy is to simply accept Blackbeard’s terms and exchange Garp by giving Blackbeard kingly status and a country to rule. But, this would ruin the reputation in the eyes of the world. Not only would they be bowing down to the request of a pirate, but, they would be handing him a country and showing that they could do absolutely nothing about it. They also cannot let Blackbeard act with impunity, because if they did, and Garp was allowed to be in the care of the Blackbeard Pirates, then, it would show the world that the symbol of the Navy was breakable after all and that they cannot protect the people, leading to unrest and potentially even Civil War.

Koby the hero, I want to turn this island…this Pirate Island…into a full-fledged nation.

Given the circumstances, the Navy’s sole course of action is to launch an attack on Pirate Island, annihilate the Blackbeard Pirates, and ensure the safe rescue of Monkey D. Garp. This mission won’t be a walk in the park for the Marines, but it’s one they must tackle. The leadership of this operation should fall to Sengoku and Tsuru, as they were among Garp’s closest comrades and colleagues.
