
The final arc of One Piece is already proving to be incredibly exciting. With only two arcs shown so far, it looks like the story is going to continue to improve in quality.
The last part of the One Piece story will wrap up the journeys of many characters. Usually, the author, Oda, avoids permanently killing characters off, because he often finds ways to bring them back later. However, since this is the very last saga and there won’t be any stories after it, Oda has more flexibility in deciding the fate of his characters.

Imu
Imu is the head of the World Government and is expected to be the ultimate villain in One Piece. After remaining hidden for a long time, he recently confronted Luffy in Elbaf. Imu is a heartless leader who only focuses on achieving his own goals, with no concern for those around him. He isn’t human, but doesn’t seem to fit into any known race, displaying characteristics of Lunarians, Ancient Giants, and Demons.
Now that we’ve seen what Imu looks like and how powerful he is, it’s a good bet that the story of One Piece is nearing its end. Imu will almost certainly be defeated – and likely killed – because that’s the only way the World Government can truly be reformed.
Five Elders
The Five Elders are completely devoted to Imu and will follow his orders without question. Similar to Imu, they almost never leave Marijoa, and when they do, it usually means something bad is about to happen. Each Elder has specific duties they are responsible for, and they take those duties very seriously.
The Five Elders have already played a major role in the Egghead arc, demonstrating their incredible power by almost destroying the Straw Hat Pirates and everyone on Vegapunk’s Island. While they are exceptionally strong, they aren’t unbeatable. Some of them could be defeated by pirates or revolutionaries, and Imu might eliminate the remaining Elders himself. Imu demands absolute success, and any Elder who fails to meet his expectations will likely face deadly consequences.
Shanks
Shanks leads the Red Hair Pirates and is one of the Four Emperors, the most powerful pirates in the world of One Piece. Many believe he’s currently the strongest pirate alive. He’s incredibly skilled in Haki, able to use all three forms with ease. Shanks has defeated some incredibly tough opponents using his Haki, but he hasn’t truly fought at full power yet. However, that’s expected to change in the final arc of the story, as fans are already seeing him take on a more active role, hinting at the full extent of his abilities.

I have a feeling Shanks might not survive the final arc of the story, and I think it’s because he’s probably going to end up fighting Blackbeard. Blackbeard is being set up as Luffy’s ultimate enemy, so it would make sense for him to win that fight. Knowing how dangerous and unforgiving Blackbeard is, I don’t think he’d show Shanks any mercy.
Monkey D. Garp
Monkey D. Garp is a famous and powerful character in the world of One Piece. He’s renowned for being the only Marine ever to truly challenge Gol D. Roger, with their battles being incredibly close and almost fatal for both of them. Even now, despite being older, Garp remains a remarkably strong fighter, capable of easily defeating the top commanders of the most powerful pirate crews, the Yonko.
Garp is currently being held captive on Hachinosu Island. Blackbeard plans to use him to negotiate with the World Government, and he’s willing to kill Garp if they don’t meet his demands.
Dracule Mihawk
Dracule Mihawk is unique because he naturally inspires fear in his opponents. As the world’s greatest swordsman, he’s spent years perfecting his craft, making his swordsmanship unmatched.
Mihawk fights with Yoru, a completely black sword considered one of the world’s finest. He’s so skilled with the blade that he can seamlessly change his fighting style mid-battle. On top of that, he’s mastered two different types of Haki.
Even though Mihawk is the world’s strongest swordsman, he’s always looking for a good fight. That’s why he let Zoro live – he believed Zoro would eventually become strong enough to challenge him. Most fans expect their final battle will be between the two, with Zoro ultimately winning.
Blackbeard
Blackbeard leads the Blackbeard Pirates and is one of the most feared pirates alive. Even as one of the most powerful pirates in the world, he’s constantly scheming to increase his power and control. He now commands a large and formidable fleet, but if they ever fall short, Blackbeard is strong enough to defeat his opponents on his own. This is thanks to his possession of not one, but two incredibly powerful Devil Fruits, making him almost unbeatable.
Because Blackbeard is also after the One Piece treasure, a confrontation with Luffy is bound to happen, and Luffy is expected to win. Although Luffy usually spares his enemies, he might defeat Blackbeard permanently, considering Blackbeard caused the death of Luffy’s beloved brother, Ace.
