Oda has established Loki’s initial role as an ally to Luffy, specifically in the upcoming battle against Imu. A prophecy from chapter 1174 of One Piece foretells that a colossal beast – revealed to be Loki – will appear in the sky on a snowy day. This event will coincide with the arrival of the Sun God of Liberation, who fans recognize as Luffy. Together, Loki and Luffy will confront and defeat the World Government, leading to a large-scale war in Elbaf where the Holy Knights and Imu will face this incredibly powerful pair.
Okay, so Loki’s already unlocked his dragon form – seriously awesome! – and that makes tackling the Holy Knights so much more manageable. But the real challenge in Elbaf is going to be Imu, the Sovereign of the World. Honestly, even with Loki and Luffy teaming up, taking him down won’t be a walk in the park. We have to see Imu dealt with in Elbaf, though, because that’s when things are really going to explode into the next level of the story. A lot of people think Loki’s importance will fade after the war against the World Government, and maybe it will a little, but I truly believe he’s still got a huge role to play. He’s going to be the one to give Luffy the ultimate fighting force for the Final Saga – it’s going to be epic!

At this stage in the story, Oda has skillfully shown that Loki’s main opponents are actually those in power within the World Government. While Loki’s plan to destroy the world seems like a villainous act, the real target of his anger is the World Government’s corrupt system. This means Loki and Luffy share common goals, making an alliance between them very likely going forward.

Fans are hotly debating whether Loki will join the Straw Hat Pirates after the events on Elbaf. While it’s a possibility, it’s unlikely given his enormous size and incredible strength. A more probable scenario is Loki setting sail independently, tasked by Oda with a crucial mission: building a powerful fleet for Luffy to use in the upcoming war. This fleet will likely consist of the Galleila Giants.
The Galleila Giants were first introduced during a flashback to Elbaf. They were a group of giants famous for building ships, and they all carried hammers. According to Jarul, they embarked on a journey long ago but never came back, supposedly becoming frozen somewhere along the way. Rocks D. Xebec believed finding the Galleila Giants was crucial to overthrowing the World Government. Now, in the Final Saga, Loki will likely focus on this same goal, and his Devil Fruit abilities seem uniquely suited for the task.
Loki is a traditional Western dragon, known for breathing fire. If he can, he’ll melt the ice imprisoning the giants in Punk Hazard, freeing them. These giants, the Galleila Giants, will then construct a massive fleet of ships for Monkey D. Luffy, just as the major war against the World Government begins.
