In comparison to pirates like Kid and Law who also have a bounty of 3 billion berries, Luffy seems to be significantly stronger. Given the power levels of other Yonkos, Luffy’s bounty should ideally be closer to 4 billion berries or even higher.

Secondly, it’s essential to recall that the Egghead Arc wasn’t an all-out war against the Navy or any specific individual.

The hint was dropped when two figures connected to the World Government appeared in Elbaf. These individuals might be the primary villains of this arc, with additional World Government agents potentially joining them. Unlike before, this time there will undoubtedly be a major confrontation, and Luffy is eager to fight, particularly if his adversary resembles Shanks.

Upcoming events will pose a significant and grave test for Luffy, surpassing even his battle against Kaido. This time, Luffy won’t be able to flee; instead, he must bring down the corrupt government officials. The target of this confrontation resembles Shanks, and Luffy’s victory over him will result in a new bounty for two key reasons. Firstly, engaging in combat with the World Government will mark Luffy as an even more formidable adversary. Secondly, by defeating a Celestial Dragon, Luffy will have committed a major offense in the One Piece universe.
