
The Marines are a powerful group within the world of One Piece. Their main goal is to protect people by stopping pirates and criminals. Because they’re seen as the force for good, they attract many new recruits.
Even though the Marines have a huge force, very few of them could actually defeat someone as powerful as Luffy, one of the strongest pirates in the world. Even experienced fighters like Kizaru struggled against him. Here’s a look at the Marines who are powerful enough to potentially win against Luffy.
To make things simpler, the prime versions of the characters have been used.
Monkey D. Garp
Current Position: Marine Inspector

When people discuss the most powerful Marines of all time, Garp is almost always the first name mentioned. He’s been a Marine for many years and has become widely known as their strongest warrior. During his prime, Garp battled legendary figures like Roger, Whitebeard, and Shiki – all incredibly formidable opponents.
Garp is a master of all forms of Haki, especially Armament and Conqueror’s Haki. He can combine these abilities to deliver devastating attacks, capable of leveling entire towns. We saw a demonstration of his power during the Egghead arc when he rescued Koby from Blackbeard Pirates, destroying a significant part of Hachinosu in the process. Even Kuzan couldn’t contain him. Considering everything he’s accomplished, it’s clear that Garp at his peak would easily defeat Luffy.
Sengoku
Current Position: Inspector General

- Devil Fruit: Yes
Sengoku is a veteran Marine who began his career alongside Garp and Tsuru. The three quickly gained recognition and climbed the ranks together. Sengoku first served as an Admiral and later became Fleet Admiral, a position he held until after the major war known as the Paramount War.
Sengoku is a powerful fighter with the Hito Hito no Mi, Model: Daibutsu Devil Fruit. This rare fruit lets him transform into a massive Golden Buddha, greatly boosting his strength and abilities. He can also create powerful shock waves with his hands, as seen when he blocked an attack from Blackbeard during the Marineford war. Sengoku is highly skilled in Haki, and was the first Marine confirmed to possess the incredibly rare Conqueror’s Haki. While he hasn’t had much chance to demonstrate his Haki in battle due to limited appearances, it’s clear he would be a formidable opponent and likely win against Luffy.
Sakazuki

Sakazuki is the highest-ranking officer in the Marines, currently serving as Fleet Admiral. Many fans see him as one of the main antagonists in One Piece, largely due to his role in the death of Portgas D. Ace at Marineford. He later battled Kuzan for the position of Fleet Admiral on Punk Hazard, a fierce fight ultimately won by Sakazuki, whose magma abilities overcame Kuzan’s ice powers.
Sakazuki possesses the Magu Magu no Mi, a powerful Devil Fruit that lets him generate and control magma. He used this ability to severely injure Whitebeard and also inflicted a large scar on Luffy. Beyond his Devil Fruit, Sakazuki is highly skilled in Armament Haki, as demonstrated during the battle at Marineford. Considering their current strengths, a future confrontation between Luffy and Sakazuki would likely result in a victory for the Marine.
Kuzan
Current Position: Titanic Captain Of The Blackbeard Pirates

Kuzan used to be a Marine Admiral, but he quit after being defeated by Sakazuki on Punk Hazard. He was a candidate to become the highest-ranking Admiral, Fleet Admiral, but his loss prevented that. Rather than work under Sakazuki, Kuzan left the Marines and eventually allied himself with the Blackbeard Pirates.
Kuzan, a former Admiral, is incredibly powerful and a serious threat to most pirates. He has the Hie Hie no Mi, a Devil Fruit that lets him create and control ice, allowing him to freeze the ocean for easier travel and encase enemies in ice or build massive structures. Beyond that, he’s proficient in Haki, likely even the more advanced forms, making it easy for him to overcome other Devil Fruit users. Given his abilities, it’s reasonable to believe he could defeat Luffy in a fight, although Luffy is expected to eventually surpass him.
Kong
Current Position: Commander-in-Chief
- Haki: Yes
- Devil Fruit: Unknown
Kong leads the Marines and holds the highest authority, even surpassing the Fleet Admiral. He also controls powerful groups like the Shichibukai, Cipher Pol, and Enies Lobby. Because of this immense power and control, it’s no surprise he strongly supports the World Government.
Kong hasn’t played a big role in the story so far, making it hard to judge how powerful he is. But it’s important to remember he rose through the ranks to become a Fleet Admiral. Someone weak wouldn’t have achieved that level of promotion, so Kong is probably quite strong.
