As the flashback unfolded, other legends like Rocks D. Xebec appeared, and fans were surprised to learn that Rocks and Harald were evenly matched opponents. Their multiple battles were depicted as incredibly close, with the author consistently emphasizing their equal strength.

Recently, Oda revealed that the Rocks Pirates were ultimately defeated by Harald in the Final Saga. Harald achieved this by making a deal with the world’s true ruler, Imu.

Oda Confirms Harald Surpassed Rocks D. Xebec In One Piece

Harald and Rocks were close friends in the world of One Piece. They first met about 56 years ago when they both broke into Marijoa, the Holy Land. From that point on, Rocks constantly tried to convince Harald to join him in a plan to radically change the world.

Despite Oda’s hopes, Harald consistently ignored his requests. However, Rocks and Harald maintained a strong mutual respect. Oda also emphasized that they were equals in terms of power. Their initial confrontation in Marijoa was devastating, obliterating everything within a 5-kilometer area. They continued to battle repeatedly, but their fights always ended in a stalemate.

However, the latest events in One Piece Chapter 1168 reveal that Harald ultimately became stronger than Rocks, with assistance from Imu and the World Government. After aligning with the World Government, Harald obtained the Shallow Sea Contract from the Five Elders.

Harald Entered The Deep Sea Contract With Imu

In One Piece chapter 1168, Harald made a deal with Imu – the Deep Sea Contract – which granted him immortality and significantly increased his strength. Harald stated he was now stronger than ever, meaning he’s surpassed even the power of Rocks.

The Five Elders are describing King Harald as radiating immense power—a power that’s both terrifying and seemingly endless. They believe he’s surpassed even the level of monster, becoming a force of destruction, a living weapon.

Harald’s incredible power, which even exceeded that of Rocks, came with a terrible cost. Unknowingly, he had become a pawn of Imu. When Imu commanded Harald to build a powerful army—one comparable to the Navy and capable of eliminating all opposition—Harald understood the World Government’s true intentions regarding the Giants. This realization ultimately led to his betrayal.

Harald Betrayed Imu In The End To Protect Elbaf

Fans were already aware that Harald ultimately turned against Imu and the World Government. He did this because he refused to allow his people to be used as a slave army. Once he understood the Government’s true, malicious intentions, he chose to oppose Imu and successfully disrupted their plans.
