He was such a threat that Imu personally intervened, even taking control of Saturn to ensure Rocks was defeated. This likely led to Rocks’s demise and the disbanding of the Rocks Pirates. The World Government then worked to bury the story of Rocks, but his legendary status makes it impossible for his impact to remain completely hidden.
