Xebec’s actions on the island, but it’s now clear he wasn’t the strongest fighter there. That title actually belongs to Imu, a character many fans already know. Chapter 1162 confirmed that Imu entered the God Valley battle after taking control of Saint Saturn, and is now preparing to fight Rocks D. Xebec and his crew.

Whenever people talk about the God Valley Incident, many fans immediately believe Rocks was the most powerful fighter there. This makes sense, considering we didn’t know much about what happened until recently. It’s easy to see why people thought he was the strongest, especially since stories say Garp and Roger had to work together to fight him.

Right when the God Valley Incident reached its peak, Imu directly entered the fight by taking control of one of their followers. Imu had previously possessed Gunko in Elbaf, and this time, they took over Saint Jaygarcia Saturn, a member of the Five Elders. This fusion with Saturn made Imu so powerful that even Rocks D. Xebec needed to ally with formidable pirates like Blackbeard and Kaido just to stand a chance, clearly demonstrating Oda’s intention to establish Imu as the strongest character.

Although Rocks wasn’t the most powerful being in God Valley, he was undoubtedly the strongest human present. He was such a threat that Imu personally intervened, even taking control of Saturn to ensure Rocks was defeated. This likely led to Rocks’s demise and the disbanding of the Rocks Pirates. The World Government then worked to bury the story of Rocks, but his legendary status makes it impossible for his impact to remain completely hidden.
