Yet, upon closer inspection of this character, especially his interactions with Luffy, it became apparent that he wasn’t crafted as an antagonist. Granted, Loki remains a hasty and potentially lethal individual, but he is not the main adversary in this arc, and he definitely isn’t a villain in the broader perspective of things.

Their purpose on the island is still uncertain, but it’s unlikely they plan to launch an all-out attack on Elbaf singlehandedly, given its size and the presence of a Yonko. Instead, they might be there to alert Elbaf about an impending war or set the stage for one that could have catastrophic consequences.

This scenario could be plausible since it effectively sets a countdown for Elbaf, allowing the Straw Hat Pirates to ready themselves for future events.
