In the world of *One Piece*, Devil Fruits are the primary source of power for many characters. Eating one of these fruits grants incredible abilities, but at the cost of being able to swim. Fans of the series are well aware of just how powerful these fruits can be.
Most of the strongest characters in the world of *One Piece*, whether they’re pirates, Marines, or part of the Revolutionary Army, have powers from Devil Fruits. While Devil Fruits definitely offer a huge advantage, it’s not the only path to strength. Over the years, the author, Eiichiro Oda, has created many incredibly powerful characters who don’t rely on Devil Fruits, and he’s even revealed who he considers the strongest among them.
Rocks And Roger Are The Strongest Non-Devil Fruit Users In The World

Among characters who haven’t eaten Devil Fruits, Rocks D. Xebec is particularly notable. He was a powerful pirate active roughly 56 to 40 years ago in the world of *One Piece*, achieving everything he did through mastery of Haki, without relying on any Devil Fruit powers.

From what Oda has revealed, Rocks didn’t fight like most swordsmen. Instead of slicing with his blade, he seemed to unleash explosive bursts of power around him – it wasn’t about cuts at all. His attacks felt more like being hit with a hammer or even cannon fire, utilizing Haki in a unique way. He was incredibly strong, easily defeating an Admiral in Mariejois before challenging Harald. Ultimately, he assembled what was apparently the most formidable pirate crew ever seen.
Alongside Rocks, Roger is considered one of the most powerful users of Haki. In fact, he may be the strongest Haki user who didn’t eat a Devil Fruit. Oda confirmed this through Kaido, who stated that Roger reached his peak strength using Haki alone. This suggests Roger’s Haki was exceptionally strong, possibly even surpassing Rocks’, as Kaido specifically mentioned Roger despite having known Rocks for a longer period.
Sengoku said that Rocks was Roger’s greatest and most formidable foe, but sadly, he is no longer alive to tell the story himself.
Non-Devil Fruit Users Have Monstrous Haki
In the world of *One Piece*, many of the strongest fighters don’t rely on Devil Fruit powers – instead, they master Haki. These characters are incredibly powerful, and their Haki skills alone set them apart. The creator, Oda, has shown us several of these fighters, proving that you can reach the highest levels of strength even without a Devil Fruit. For example, the Roger Pirates had three exceptionally strong members – Roger, Rayleigh, and Gaban – who didn’t need Devil Fruits. In the current story, Shanks is a prime example of this power. Despite losing an arm and having no Devil Fruit abilities, Shanks is so strong he’s been compared to the legendary Joy Boy.
