Recently, in chapter 1156, Oda confirmed the existence of two uniquely powerful Devil Fruits, one located in Elbaf, and revealed they both tie into the history of Rocks D. Xebec.

Rocks D. Xebec has become a key figure in the final part of the One Piece story, and his appearance has significantly enhanced the Elbaf arc. He’s a remarkably charismatic character, and his ambition for power and recognition makes him surprisingly appealing. It’s clear that Rocks intends to conquer the world, and to do so, he must defeat Imu. When Rocks attacked Marijoa 56 years ago, he strategically avoided a direct confrontation with Imu, recognizing he wasn’t yet strong enough to win.
“Come with me, and I’ll show you the peak of everything!” Rocks D. Xebec said to the people he wanted to join his crew.
I’ve been watching Rocks, and it seems he’s finally put his plan into motion. About 44 years ago, he established Pirate Island as his headquarters, just as he’d announced. He’s amassed a huge crew and stolen a fortune from the Government, making him a truly formidable opponent. What’s even more surprising is that he’s already devised a strategy to take on Imu, and it all hinges on the power of two Devil Fruits.
Rocks Reveals Two Legendary Devil Fruits Needed For It
One Could Be Gomu Gomu no Mi, The Other Could Be Yami Yami no Mi

Rocks believes that defeating the World Government requires two incredibly powerful and rare Devil Fruits. Because Rocks has extensive knowledge of the world’s history and secrets, this information is considered very reliable. He specified that one of these fruits is located in Elbaf, a land known for a special fruit that has been protected and passed down through generations, possibly awaiting a destined warrior.
It’s pretty clear this Devil Fruit is the Hito Hito no Mi, Model: Nika. It likely originated in Elbaf, but was stolen at some point. The other fruit is probably the Yami Yami no Mi, which fits, since Blackbeard – who is connected to Rocks – currently possesses it.
He Wanted Harald To Eat One Fruit

It seems Rocks D. Xebec intended for Harald to eat one of the Devil Fruits, probably the Nika fruit, while he would have eaten the other himself. This suggests they may have planned to join forces and defeat Imu, potentially leading to a thrilling three-way fight between Luffy, Blackbeard, and Imu.
