Fans were surprised to see Rocks D. Xebec fight Garling in this instance, but Oda chose to go in that direction. While the fight was somewhat interesting, it was very short-lived. This was because Xebec was far more powerful than Garling and easily defeated him.

Even with a larger mission in mind, Rocks managed to defeat Garling Figarland, even when Garling was backed by a demon army. Rocks made it look effortless, and fans were surprised by how easily he won.

So far in One Piece, Rocks’s portrayal strongly suggests he’s the most powerful character in God Valley, second only to Imu. His ability to easily defeat opponents, including someone as strong as Garling Figarland, clearly demonstrates his overwhelming strength.

It seems Oda needed to introduce Imu during the God Valley Incident to defeat the Rocks Pirates, which says a lot about their strength. Of all the fighters involved in the God Valley Incident, the Rocks Pirates were undoubtedly the most powerful. Garling Figarland was fortunate that he likely hadn’t reached his full potential at that time and became even stronger later on.
