They’re arguably the most famous duo in the series, and may even become the strongest by the time the story ends. However, despite being iconic, Zoro and Sanji aren’t currently the most powerful pair in *One Piece*.

While incredibly powerful, and potentially capable of defeating even a Yonko, there have been even more formidable partnerships throughout the story of *One Piece*, particularly those formed unexpectedly. With the current focus on the God Valley Incident, fans are learning about the legendary duo of Garp and Roger. They achieved amazing things together, most notably breaking up the powerful Rocks Pirates. It’s clear that Garp and Roger were a stronger team than the Wings of the Pirate King.

From what fans have gathered, Roger participated in the battle at God Valley against the Rocks pirates, with Garp also present. The conflict eventually led to Roger and Garp fighting *alongside* each other against the Rocks. While it’s commonly believed that Garp defeated the Rocks pirates to support the World Government’s narrative, the truth is uncertain. It’s likely the battle concluded with an intervention by Imu.

Although Roger and Garp were a powerful pair, they weren’t the strongest. Their partnership was short-lived, ending at God Valley. While they respected each other, they ultimately remained rivals. Zoro and Sanji, on the other hand, are true comrades who genuinely care for and protect each other. They are the better duo, and by the end of the One Piece story, they may even become the strongest, potentially exceeding the legendary pairing of Rayleigh and Gaban. This would place them on a similar level to Roger and Garp, putting them among the most formidable duos of all time.

Throughout the entire One Piece series, Luffy and Shanks – often called the Wings of the Pirate King – are arguably the most memorable pair, and the author, Oda, is sure to deliver fantastic scenes featuring them both in Elbaf and during the upcoming major battle.
