
The Elbaf arc revealed a major event from the past: the God Valley Incident. We learned about it through Loki’s memories, where the Accursed Prince discussed Xebec and Harald. Many fans thought this flashback would be brief, but it ended up being surprisingly detailed and extensive.
I was really struck by the incredible power showcased in Loki’s flashback. It featured some truly legendary figures from One Piece, each with amazing abilities. However, it became clear that even among such strong characters, their skill levels varied quite a bit. So, I’ve put together a list of what I consider to be the strongest characters we saw during that flashback.

Shakuyaku
Captain Of The Kuja Pirates
- Devil Fruit: No
- Haki: Yes
Shakuyaku played a key role in the events at God Valley. She was taken captive by the World Government and intended to be the ultimate reward in a dangerous competition. But Shakuyaku was far more than just someone being held hostage.
Before retiring, Shakuyaku was a feared pirate captain who led the Kuja warriors into battle. She was a key figure in a famous victory against the Roger Pirates. As a member of the Kuja Tribe, she was skilled in the use of Haki.
Whitebeard
Xebec’s Most Loyal Crewmate

In a memory from Loki’s past, we see Whitebeard as a member of Xebec’s crew. Unlike the others, Whitebeard was motivated by the promise of wealth and strength. He remained loyal to Xebec even during the God Valley Incident, fighting alongside him instead of fleeing with the rest of the Rocks Pirates.
When the event happened, Whitebeard had the power of the Gura Gura no Mi. He used it against Saturn, which made Imu appear. Whitebeard also fought a transformed Xebec, but wasn’t able to stop him from causing destruction.
Monkey D. Garp
Hero Of The Marines

- Haki: Yes
Garp was the most prominent Marine involved in the battle at God Valley. He headed to the island when he discovered that Roger was there as well.
Garp, much like Roger, wasn’t at his strongest yet, but he was still a very powerful fighter. Because he didn’t have the powers of a Devil Fruit, he depended on his incredible strength and Haki to defeat opponents. During the battle at God Valley, Garp managed to strike Imu, who was temporarily inhabiting Saturn’s body. Afterwards, Garp joined forces with Roger to defeat Xebec, who had been altered by Imu.
Gol D. Roger
Captain Of The Roger Pirates

- Haki: Yes
We saw Gol D. Roger as a young man in Loki’s memories, which explains why he isn’t ranked as the strongest right now. But that doesn’t mean he was weak – Roger was still a remarkably powerful pirate, well-known and feared across the globe.
I watched as Roger fought, swinging Ace, a truly exceptional sword of the highest grade. He was able to actually wound Xebec by coating his attacks with Haki. It’s interesting to remember that Roger wasn’t always stronger – he only surpassed Xebec after becoming the Pirate King. Before that, Xebec had the upper hand.
Harald
The Glorious King of Elbaf

- Haki: Yes
Loki’s flashback centered around discovering what really happened to Harald, the king of Elbaf. When he was younger, Harald was known for being reckless and often caused trouble. However, he matured over time and became a kind and friendly leader. He was famous for his effective policies, which greatly improved life in Elbaf.
Harald was incredibly strong due to his immense size, easily capable of demolishing buildings with a single swing of his arm. Even without any special powers, he’d be a formidable opponent. However, he was also exceptionally skilled in Haki – powerful enough to negate the Haki of someone as strong as Xebec.
Davy D. Xebec
Captain Of The Rocks Pirates

- Haki: Yes
Davy D. Xebec, captain of the Rocks Pirates, was considered the most powerful pirate of his time. Like a relative before him, Xebec had a huge ambition: to rule the world. He understood this couldn’t be done alone, so he gathered strong fighters to create the Rocks Pirates. Even after just a few encounters with Xebec, Loki was deeply impressed and aspired to be as formidable a pirate.
Xebec is widely considered one of the most powerful pirates ever. He was an incredibly skilled swordsman who enhanced his attacks with Haki, making them unbelievably destructive – some said they hit like cannon fire. Beyond his swordsmanship, Xebec was also exceptionally strong physically. It’s no wonder the World Government feared him so much.
Imu
Ruler Of The World
- Devil Fruit: Yes
- Haki: Yes
Imu is clearly the most powerful figure shown in Loki’s memories. At first, the World Government’s leader didn’t plan to intervene in the God Valley Incident, but they decided to act when they saw Xebec and his fellow pirates attempting to disrupt the proceedings.
Imu possessed Saturn and launched an attack, but was quickly stopped by a joint effort from Xebec, Roger, Garp, and several others. Imu then used the Domi Reversi technique on Xebec, transforming him into a demon, and ordered him to eliminate the Davy clan and anyone who opposed him. As the story’s primary antagonist, Imu intentionally held back their full power during the flashback.
