The first character who the mysterious man of Elbaf could turn out to be is Scopper Gaban. Fans know that Gaban is a very powerful individual and he previously held the role of Roger’s left hand. He was among the three strongest fighters in the Roger Pirates, and while fans have already seen Rayleigh on many occasions, Gaban has been nowhere to be seen. Perhaps, this mysterious man is none other than Gaban, which certainly adds a lot of excitement to the plot. Naturally, there is not much hinting at who this person truly is or if he even is Gaban in the first place.

Given that Gaban has visited Wano before and possesses valuable knowledge about the Void Century in the One Piece universe, he emerges as a strong possibility for the enigmatic man. Additionally, considering the Roger Pirates’ history of guiding the Straw Hat Pirates, Gaban might have a motive to bide his time until Luffy arrives. It’s plausible that Gaban was strategically positioned at Elbaf, anticipating the arrival of Straw Hat Luffy, much like Crocus was at the Grand Line entrance and Rayleigh at the end of its first section.

The issue lies in that whoever comes near the Man with the Burn Scar finds themselves swallowed by his whirlpool abilities. However, if Oda were to reveal this character in this manner, it would diminish the importance of the black sails and whirlpool powers. Thus, some doubt that he could be the Elbaf mystery man due to this inconsistency.

Once more, there appears to be an issue with this theory: Shiki seems to lack substantial elements to progress the storyline. He’s unaware of the true history of the One Piece world, and he doesn’t have any significant ties to Luffy or other reasons for encountering him. As a result, the hypothesis that Shiki could be this character is less convincing.
