It’s commonly believed that the Admirals represent the World Government’s greatest military force, underscoring their impressive strength. Yet, this doesn’t imply their power is boundless. The Admirals are undeniably strong and rank high in global might, but they are not absolute, especially when compared to the Yonko. In a confrontation with such powerful figures, the Admirals would undoubtedly be outmatched.

Their Observation Haki was particularly sharp, as evident during Luffy’s confrontation with Kizaru, where it allowed them to counter his Supreme King Haki-empowered kick with a Color of Arms defense, suggesting an extremely high level of mastery. However, it’s important to note that the Admirals’ Haki pales in comparison to those who have achieved the mastery of Supreme King Haki.

It’s worth noting that Luffy isn’t even the mightiest among the Yonko, which speaks volumes. The Admirals do possess certain limitations, and one of their most significant weaknesses is not mastering Supreme King Haki.

To date, no admiral in One Piece has demonstrated the possession of this particular power. This discrepancy is significant when comparing the power levels between the Yonko and the Admirals. While the Fleet Admiral has exhibited the might of King Haki, suggesting that Sakazuki may possess it, none of the other admirals appear to wield this ability.

It appears that, just like the Admirals, there’s no evidence of them having activated the full power of their Devil Fruits. If they did, their already formidable abilities would become even more extraordinary. However, this seems to be the extent of the Admirals’ powers.

In terms of depiction, Oda has made it clear that the Admirals are on par with the Yonko in many ways, but they’re not quite as powerful. This is evident in their 3 billion Cross Guild bounties, which indicate considerable strength, but not to the level of the world’s legendary figures. The Yonko, particularly those who can use Supreme King Haki, are on a higher tier than the Admirals, at least until the Admirals demonstrate Devil Fruit awakening. Additionally, fans understand that Oda has portrayed the Yonko as stronger. For example, Aramaki feared Shanks during the Wano arc, while a weakened Luffy managed to take down Kizaru and later fight evenly against an Admiral and an Elder.

In the same vein, it was demonstrated that even an aged and weakened Whitebeard could defeat Sakazuki, which is significant. From what we’ve seen so far from Oda, the Admirals do indeed have their limits, and on average, they match the strength of a typical Yonko, not necessarily the top-tier ones.
