It’s apparent that Rocks came to understand that he couldn’t defeat Imu and the World Government on his own, so he adopted a new strategy. Rocks joined the Davy Back fights and gathered potent allies. Although they didn’t agree on everything, they all shared a common goal of reaching the pinnacle.

Rocks D. Xebec Could Have Become The First Pirate King

In the world of One Piece, Rocks D. Xebec’s Haki is undeniably powerful, a fact made clear during his confrontation with Harald in Marijoa.
