With no chance of escape, Costopolis admits that Julius McCabe (whose real name is Frances Xavier) gave the order for the hit. However, his fear quickly turns to shock when Neagley reveals she knows McCabe’s true identity. Realizing she knows more than anticipated, Costopolis shares a chilling history. Five years ago, Quinn built his empire in Chicago by taking over a family-run export business. When the family refused to submit and threatened to expose him, they were viciously murdered. Once secure in power, Quinn departed for Maine and launched another operation under the guise of Bizarre Bazaar, a rug company owned by Zachary Beck. In reality, Quinn was orchestrating an illegal arms trade. Costopolis cautions that if Quinn is issuing hits once more, something ominous is brewing, and the family in Maine could be in grave danger. With the necessary information obtained, Neagley holsters her weapon but delivers a harsh blow before departing.
Quinn’s colleague gets trapped by Reacher, Beck realizes he needs Reacher’s help

In the end, Reacher and Duffy arrive in Los Angeles to gather more details. During their investigation, they learn they must confront a man linked to McCabe, known as Quinn, for additional information about Teresa. Recognizing Duffy’s predicament, Reacher prioritizes finding Teresa due to her honesty. Afterward, they share a kiss. The following morning, they encounter Darrien, the individual who works with McCabe, and when he attempts to claim they lack a warrant for his arrest, Reacher insists that he must accompany them or face charges for assaulting a DEA Agent, which is a felony. Accompanied by Darrien, they search his gallery for further information. Reacher threatens him to speak the truth or face charges for threatening a doctor with violence if he didn’t report Darrien’s arthritis. Although Darrien denies making such threats, Reacher says the doctor initially reported similar behavior but changed his story when faced with the possibility of losing his medical license due to wire fraud allegations. Consequently, the doctor would now say whatever Reacher and Duffy ask him to say. The duo instructs him to contact Beck with money and meet at a designated location. Darrien believed he had escaped danger, but Reacher and Duffy had other plans, summoning DEA agents within his gallery for a thorough search.
In a turn of events, Beck arrives at the location, only to find Neagley present. Neagley informs Beck that Reacher sent her, intending for both Beck and his son, Richard, to be rescued. Beck explains he has no connection with Reacher, fearing he’d endangered his family. However, Neagley insists that Reacher is their only hope for salvation. She inquires about an upcoming drop, but Beck claims ignorance. Beck discloses that McCabe, also known as Quinn, no longer trusts him and wants him to prioritize the planned birthday party. Beck wishes to cancel it, but Quinn believes that doing so will worsen their situation. As Neagley suspects Beck’s lack of knowledge about the deal, she prepares to leave. But Beck reveals that the buyers for the exchange are coming from Yemen. Neagley advises Beck to gather more details about the exchange to allow Reacher and his team to intervene against McCabe. Their conversation concludes with Beck assuring Neagley that his son is innocent and should not bear any retribution.
Duffy, Reacher, Neagley, and Guillermo convene to strategize their upcoming move. Reacher suspects this gathering could lead to a potential terrorist attack, necessitating immediate action. Shortly after, Reacher and Neagley converse, with Reacher expressing regret for drawing her into such a hazardous operation. However, Neagley asserts she joined in when those individuals targeted Reacher. Meanwhile, it’s evident that Reacher highly values Neagley.
The ATF joins the investigation, but Quinn is one step ahead of them

In another location, Beck engages in conversations – one with his son Richard, expressing his affection for him, and another with McCabe discussing incoming buyers in Maine. When Beck queries for additional details about the transaction, McCabe questions Beck’s intentions and whether he intends to act against him. Beck denies this, prompting McCabe to dismiss him from his office. Following this, Beck phones Reacher, sharing further details about the exchange. He specifies that it will occur at Bullhead Salvage Yard, asking Reacher to handle it as failure to do so might result in his and Richard’s demise. Reacher informs Duffy of the exchange, who enlists the ATF for the entire mission since she didn’t catch any hints about saving Teresa. This makes Reacher upset, and he expresses his intention to keep his word but also considers eliminating Quinn, a priority for him as well. Guillermo assures that Quinn will receive justice for his actions, yet Reacher seeks vengeance instead of justice. Duffy then shares all this with the ATF, and Reacher attends the meeting where it’s decided the ATF will manage the exchange now, advising Reacher to stay with DEA agents. Unhappy with their decision, Reacher exits the room.
The scene concludes as ATF agents, Reacher, and his team arrive at the designated spot. Duffy instructs the head ATF agent to safeguard Teresa and escort her to safety. In response, the ATF agent vows to do so and proceeds with their mission. Yet, Reacher has an alternate strategy and stands poised to take down Quinn using a formidable firearm. Duffy advises against reckless actions, but Reacher warns her that disarming him would require lethal force. With a sniper rifle in hand, Reacher contacts Neagley and shares his intentions. Upon learning that the buyers are present at the yard, Neagley reveals she’s been tracking them on a wooded road. Realizing the transaction isn’t taking place in the yard but within Beck’s residence, Reacher deduces that Beck is unaware of it.
