In this situation, the urgency arises because civilian casualties might occur if gunfire is initiated. To avoid any hostage casualties, it’s crucial to locate and apprehend Sah’id bin Khalid, who is an unarmed high-value target dressed in traditional white Arab clothing.

Sah’id is quite determined and unwilling to be arrested unless force is used with items like pepper spray, a taser, or other non-lethal devices. This could potentially lead to difficulties as he might charge towards his security detail. Typically, you can locate Sah’id on the uppermost or one deck below the ship, either in the office section or the residential area. It would be advisable to handcuff him immediately first.

If you manage to apprehend Sah’id, it will stop the civilian casualties from occurring, allowing the boat to be navigated normally. However, remember that most of these guards wear heavy armor and carry powerful rifles, so common ammunition may not be effective against them and they could breach the boat’s weak walls. That means grabbing every bit of evidence, knocking out soft objectives, and apprehending all suspects. My strategy is simple: non-lethal loadout and the same tactics I’d use in any ordinary mission attempt.

In this context, it’s worth mentioning that there’s a handgun sitting on the desk in the second-floor office. However, despite any specific accessibility settings, this firearm won’t be marked out or given special attention like other weapons might be.

Instead of suggesting a pepperball gun, we highly advise bringing a Beanbag Shotgun here due to the lethal nature of our enemies. A strategically thrown beanbag can instantly incapacitate a suspect, preventing further attacks. However, pepperball guns are also effective if you can manage to work around their specific advantages and disadvantages.
