Given that the CG films are considered part of the storyline, it adds an intriguing layer to the events and characters introduced in these additional pieces of content.
As a passionate fan, I’d like to emphasize that when it comes to the villains in Resident Evil, Capcom has the freedom to take some creative risks. Unlike introducing new mainline games where they need to impress fans by meeting high expectations, villains offer an opportunity for experimentation.
7. Diego Gomez
A Grossly Mutated Lackey Of Arias’ With A Cool Design, But Not Much Else

Despite having limited screen time in the movie “Resident Evil Vendetta,” Diego serves as an imposing adversary. He’s subservient to Glenn Arias, but he carries a sad past that adds depth to his character. Unfortunately, Diego is among the many characters in the Resident Evil universe who have been mutated due to a near-fatal incident. Despite this transformation affecting his physical appearance significantly, his unwavering love for his daughter, Maria, remains strong. This affection drives him to attack anyone who endangers her.
Diego’s collection of powerful weapons, combined with his physical strength and the ability to unite with his master Arias towards the end of Vendetta, make him an exceptionally formidable Bio-Organic Weapon (B.O.W) for Chris, Leon, and Rebecca to confront. Regrettably, his appearances are brief, and his background is only hinted at, which leaves room for further exploration.
6. Dylan Blake
Dylan Shows How Much Of A Horrific Impact Raccoon City Had On Some Survivors

In the latest computer-generated film titled “Death Island,” Dylan Blake, the movie’s antagonist, was among the select few who lived through the Raccoon City Incident. But the zombie epidemic would persistently torment him as he found himself compelled to kill his infected comrades. This experience led him to perceive the world as an endless cycle of brutal violence, where justice seemed more like a dream than a reality.
Consequently, it was Dylan who engineered an outbreak on Alcatraz island; a feat he achieved through the employment of tiny infection drones. He is a character who serves as a stark reminder of the devastating influence that Raccoon City has had on its inhabitants, and despite being effortlessly overpowered by the main characters, he manages to seize some captivating moments where he can critique the main cast and highlight their imperfections in their quest for ‘justice’ in the world.

Frederic Does A Good Job At Hiding His Intentions, Creating A Sense Of Intrigue Into Who He Really Is

In the first half of “Resident Evil Degeneration,” Frederic appears as a somewhat enigmatic yet essentially helpful associate of Claire’s. However, it transpires over time that this shrewd businessman has more secrets than he’s disclosed, and in reality, is a clandestine dealer in lethal bio-weapons on the black market. To add to his deceitful image, he secretly provided vaccines for personal gain, enhancing his standing in the process.
Consequently, Downing orchestrated numerous outbreaks worldwide, even resorting to staging his own death to conceal his actions. He nearly managed to deceive Claire into thinking he was merely an observer, uninvolved in the events. The intricate manner in which Downing manipulates significant incidents within Degeneration makes him one of the most cunning villains in the series and a challenging adversary for Leon and Claire to defeat permanently.
4. Maria Gomez
Maria’s Super Strength Makes Her A Formidable Foe For Leon And Chris To Take Down

Maria, who is Diego Gomez’s father, is the sole antagonist across all CG films that appears in multiple movies, making an appearance in both “Vendetta” and “Death Island”. This isn’t necessarily a negative aspect as this incredibly powerful superwoman consistently poses a significant threat whenever she graces the screen. She even manages to engage in combat with Leon in “Death Island”, where she successfully holds off the government agent using her remarkable hand-to-hand abilities.
What adds intrigue to Maria’s character is the way she transformed into one of the most formidable fighters in the series. The question of whether this transformation was due to a virus or some other means remains unanswered, which is reminiscent of characters like Wesker. This unexplored aspect has led to much speculation among fans, fueling numerous discussions online about her backstory.
3. Curtis Miller
Curtis’ Tragic Backstory Makes Him Feel More Human And Believable Than Many Other Villains

Curtis Miller tragically experienced the loss of his family during the Raccoon City Outbreak. Afterwards, he chose to join TerraSave as a means of standing against large pharmaceutical corporations that were exploiting people for their personal profit. However, over time, his actions grew increasingly extreme, causing him to be expelled from the group. Left on his own, Curtis was left to harbor his anger.
In “Degeneration”, Curtis initiates multiple assaults as a means to coerce the government into disclosing confidential records about their role in the Raccoon City Incident. This culminates in a poignant finale where Angela, Curtis’ sister who maintains hope for him, is compelled to shoot her transformed brother, putting an end to his suffering forever. The portrayal of a villain who prioritizes uncovering the truth about Raccoon City instead of just causing destruction adds depth to Curtis’ character and offers a gripping perspective on the psychological toll that Raccoon has exacted on those who lived through it.
2. Svetlana Belikova
Svetlana Is Effortlessly Intimidating As She Willingly Plunges Her Country Into Chaos

Following the conclusion of the initial three games in the series, it became clear that bio-weapons would eventually be employed as tools of war by nations seeking an advantage on the battlefield. This was hinted at in the game _Resident Evil Damnation_, where Svetlana, the president of the Eastern Slav Republic, released Bio-Organic Weapons (B.O.Ws) within her own country during a fierce civil war.
In her grand office, Svetlana often appears haughty and condescending towards Ada and Leon, giving off an air of superiority reminiscent of Wesker. Yet, she proves herself to be a skilled fighter in the film, particularly during her intense battle with Ada at the beginning. Her character as an empress-like figure capable of causing nationwide havoc makes her a captivating and regrettably underutilized villain, appearing only in one movie.

A Villain Who Manages To Be Creepy, Outlandish, But Also Terrifying All At The Same Time

Glenn Arias is a villain so outlandish yet terrifying that he honestly deserves to be inserted into one of the future games by Capcom if the slot is ever open. Glenn was a bioweapons dealer who had miraculously managed to create creatures that could distinguish between friend and foe, allowing him to amass an army of B.O.Ws and zombies in Vendetta who could follow his every command. As shown in the first few minutes of the movie though, he’s also one of the most skilled combatants in the series, even being able to disarm Chris Redfield, and again pushing him to the ropes during their final confrontation.
Following the discovery that Glenn was illegally distributing biological weapons to other nations, the U.S. administration opted for an extreme measure on his wedding day, resulting in a tragic explosion that left most attendees dead but spared Arias, who harbored intense animosity. This traumatic event shattered his sanity, leading him to swear vengeance against those responsible for taking away his spouse. His obsession even drove him to kidnap Rebecca as a perverse means of “reclaiming” his lost wife by finding a doppelganger. He maintains a delicate equilibrium between being unsettling and menacing, while simultaneously projecting himself as a formidable adversary due to his exceptional intellect and combat skills.
