How to Open the Vault in City Hall (Vault Combination)

Using the clues from Juliet’s notes, you can now open the vault with this combination:

  • Move right to the 9
  • Move left to the 7
  • Move right to the 4
  • Move left to the 12

When you hit the right combination on the lock, you’ll feel a slight click, and the safe will open, taking you to the last part of Chapter 4.
