The identities of these characters remain unclear, yet they appear to be targeting Jin-Woo. This raises questions regarding their motivations and intentions towards him.
From the outset of the series, subtle hints suggest that a more formidable adversary than the magical creatures exiting from the gates exists. The imposing statues within the Cartenon Temple are merely one example among many that subtly foreshadow the presence of superior beings in Solo Leveling. Although these statues aren’t necessarily enemies, they share a connection with the Monarchs, who briefly yet significantly appeared in the anime.

The system, in essence, is a fabricated tool conceived by the architect for the Shadow Monarch to locate a human host. Originally, it was intended that the Shadow Monarch would seize control of the human’s body to enter the mortal realm and collaborate with other Monarchs against their sworn enemies. Unfortunately, the Shadow Monarch deceived the architect, transferring not only his powers but also his dark soul onto Jin-Woo.

The Impact of the Shadow Monarch’s Betrayal
Now, the deception of the Shadow Monarch poses a significant risk to the other rulers as well, due to a human acquiring his powers. It’s uncertain whether Jin-Woo will align with the monarchs or confront them. However, it is clear that Jin-Woo has a deep affection for humanity and is determined to shield his loved ones, his community, and the world he inhabits. In some form, he strives to preserve rather than annihilate the world, bringing his objectives remarkably close to the initial mission of the Rulers.

Essentially, the Supreme Entity brought forth the Governors to preserve order in the universe, while Monarchs emerged with a destructive intent. Interestingly, Jin-Woo, who strives to safeguard the world, poses a significant danger to the Monarchs, who initially sought to exploit the powers of the Shadow Monarch for their own advantage. However, it’s important to note that the Shadow Monarch used to align with the Monarchs until he was deceived by two comrades who were captivated by his power.
Why Are the Monarchs After Jin-Woo?
They Want to Eliminate Him Before It’s Too Late
The rulers, notably Sillad, Rakan, and Quehresha, view Sung Jin-Woo as a significant obstacle to their strategy for overpowering the Rulers. They had been successful in eliminating some of the Rulers’ vessels until they crossed paths with Go Gun-Hee, which led to Jin-Woo stepping in. This confrontation convinced the Ice King that Jin-Woo is a foe who must be eradicated before he can harness the full powers of the Shadow Monarch, potentially jeopardizing their chances of triumphing against the Rulers.
Instead of waiting for a confrontation, Sung Jin-Woo plans to retaliate against the Frost Monarch, who caused the chairman’s unexpected demise. It doesn’t take long before they cross paths again, and this time Rakan and Quehresha are with the Frost Monarch. They launch an attack on Seoul, but Jin-Woo steps in to halt their destructive path, thanks to the support of Thomas Andre, Lennart Niermann, and his distant father. Without these three allies, Jin-Woo might not have been able to harness the complete powers of the Shadow Monarch in time.

This seems to be the crux of the issue that Jin-Woo finds himself entangled in, rather than the monsters themselves. Sadly, humanity is unintentionally caught in the crossfire, with our salvation hinging on Jin-Woo’s determination to bring an end to this ongoing struggle.
