Due to his robust Tekkai and the unusual Devil Fruit, Doa Doa no Mi, Blueno possesses extraordinary defenses that make him a formidable opponent, hard to injure. This is likely why Luffy had such a tough time defeating him. Even after suffering a severe defeat, Blueno continued honing his Rokushiki skills, eventually earning a spot in CP0 post the timeskip.
7. Jabra

Though he hasn’t demonstrated many of these new abilities, the fact that he can potentially obliterate an entire island with a single attack speaks volumes about how potent his Rokushiki skills must have grown.

This tactic succeeded as intended, but it provoked Kaido’s wrath, resulting in Guernika’s demise at the hands of the Mightiest Being in existence.

Moves like Amane Dachi and Kiri Shigure emerged from this transformation, blending his six Rokushiki techniques with the elongated limbs of a giraffe. Among his most remarkable skills are Gagan, where he discharges a powerful air blast from his teeth; Tekkai “Kibasen”, which enables him to move while hardening his sharp claws and fangs; and Shigan “Madara”, where he releases a barrage of Shigans against his adversaries.

Utilizing her Bat Devil Fruit’s abilities, she caught Rob Lucci and Kaku off guard, defeating them. Furthermore, she unveiled a captivating new adaptation of Kami-e (Paper Drawing) called “Kami-e ‘Zanshin,'” which enabled her to evade attacks by creating an afterimage of herself.

Before revealing his Devil Fruit powers, Lucci was unparalleled in his command of Rokushiki; however, his strength increased significantly upon transforming into a Leopard with his ability.
From my vantage point, it’s undeniable that Rob Lucci stands out as the most proficient Rokushiki user, given his unique ability to wield Rokuogan – the elusive seventh technique that packs a destructive punch. This move came incredibly close to vanquishing Luffy. Post-time skip, Lucci mastered the awakening of his Devil Fruit, grasped Armament and Observation Haki, and joined CP0. Notably, he can now deploy Rokuogan without any discernible fatigue. While Stussy managed to overpower him due to her unexpected betrayal, there’s no arguing against the fact that Lucci has no peer in terms of Rokushiki prowess.
