
Tempest Riko, also known as Wind Tempest, was introduced to the global version of Persona 5: The Phantom X in Update 3.2. She’s an upgraded version of the four-star Navigator ally, Wind, from Wonder’s Phantom Thieves. Unlike other Elucidator units, she’s a five-star Strategist who boosts her team’s abilities. In Persona 5: The Phantom X, Tempest Chiyome’s skill, Blossoming Season, is key to boosting your strongest attacker. This skill increases their critical hit rate, attack power, and critical hit damage for two turns. The more SP her awakened Persona has, the more powerful these improvements will be during battle.
After that, improve the Tempest Chiyome’s Storm or Petals and Arrival of Spring skills. Storm or Petals is great for taking down single, powerful enemies β it even weakens them with additional effects. Arrival of Spring, on the other hand, works well against groups and helps everyone, including Tempest Riko, regain their energy.
Thief Tactics doesn’t rely heavily on Tempest Chiyome. While the bonus it provides isn’t huge, it still increases an ally’s attack power and helps the whole team regain SP.
If you’re short on training resources for Tempest Chiyome, you can reliably upgrade Thief Tactics to at least Level 8 instead.

This skill rotation is designed for teams with Tempest Riko as your support character. It works well whether you’re fighting one enemy or several, and you can use it right away, even at level 1. When Tempest Chiyome’s special skill is ready, use it on her turn before using her regular skill. Then, keep switching between Blossoming Season and Arrival of Spring for the remainder of the fight.
As a big Tempest Riko fan, I’m really excited that she can use this skill combo at Awareness Level 6 now! What’s even better is that her ‘Blossoming Season’ buff now helps everyone in the party, not just her. It’s a huge boost for the whole team!

If you’re building a team focused on Wind attacks, prioritize using Storm of Petals. It’s also great against enemies weak to Wind. This skill combination works best when fighting one powerful enemy, like a story boss or elite shadow. During Tempest Chiyome’s turn, always use her Highlight skill, and then alternate between Blossoming Season and Storm of Petals throughout the battle.
Before using Tempest Riko’s ‘Blossoming Season’ skill, make sure you’ve selected the correct teammate to receive the Crit Rate, Crit Damage, and Attack boosts it provides.

For players of Persona 5: The Phantom X who arenβt spending a lot of money, unlocking Tempest Rikoβs Colors of Dawn skill is highly recommended. This skill gets rid of the Wind damage limit on her first ability, Storm of Petals. It also makes her other first skill, Arrival of Spring, more powerful by boosting the Attack of Sweeper units like Joker and Panther.
Players who invest heavily in this skill can reach its highest level, Full Blossom. This upgrade transforms the Blossoming Season buff to affect the entire party instead of just one ally, and it makes the Falling Petals debuff last for an extra turn. Additionally, Full Blossom boosts the critical damage dealt by every party member when they attack.
You can get Tempest Riko right away at Awareness Level 0, and you’ll have opportunities to get another copy of her through future events like Anniversary celebrations.

For Tempest Riko and Chiyome, the most effective Revelation cards are Creation and Worry cards. Creation boosts Wind SP, making their Blossoming Season buff even stronger. Worry cards help activate their Highlight skill and provide an extra SP boost during battles. These cards are useful in all types of combat, including challenging game modes like Velvet Trials, Trials from the Sea of Souls, Gates of the Nightmare Catcher, Trials of Astrolabe, and Tartarus Challenge.
To get the most out of Riko’s abilities in battle, aim for a Stamina Point (SP) Recovery rate of 388%.

At the start of the game, players can quickly equip the Departure and Control cards for a temporary boost. The Departure Space card weakens an enemy’s defense, and the Control Heaven cards improve Tempest Rikoβs abilities and overall HP. Players can also sacrifice some of the Phantom Thiefβs health to deal additional damage to a single enemy. This strategy is particularly useful for completing the initial stages of Velvet Trialsβ Challenge Battles, Metro of Desire, and Thievesβ Secrets.
If Tempest Riko isn’t currently using her Departure and Control cards, you can give them to other units like Riddle, Key, or Soy.

For Tempest Riko, focusing on SP Recovery and Critical Multiplier is key when building her Space and Heaven Revelation Cards. Ideally, her Heaven Star Card should prioritize Critical Damage or Critical Multiplier as its main stat, while her Heaven Planet Card should focus on SP Recovery Percentage. With her Heaven Moon Card, you have more freedom with the main stat, but it’s still best to include both SP Recovery and Critical Multiplier as substats.
For the female Phantom Thief, consider these additional substats: Ailment Accuracy, Speed, HP Percentage, and Defense Percentage. Boosting HP and Defense keeps her alive longer, while Speed lets her act when you need her to. Finally, increasing Ailment Accuracy or Effect Hit Rate is important for Tempest Riko to reliably inflict the Windswept ailment, particularly when her Awareness Level is 1.
To make Riko Tanemura go first or second in battle, focus on equipping her Space and Heaven Revelation cards with multiple Speed-boosting stats.

As a big fan of Tempest Riko, I’m really excited about her special weapon, Windplum Dance! It’s designed for players who invest in her, boosting her Critical Damage and giving the whole team extra buffs. What’s even cooler is that whoever Riko buffs gets a Critical Damage increase that lasts for multiple turns! Plus, if you’re lucky enough to get this five-star weapon, it actually makes crafting those perfect Revelation cards β the ones with super high Crit Multiplier stats β a lot easier on your Stamina!
Players who don’t pay to play can still use Sparrow’s Leap if their Phantom Thief has at least 418% Crit Multiplier and 388% SP Recovery. They can improve these stats further by leveling up Mindscape skills. Sparrow’s Leap can be found in four-star weapon cases.
In Genshin Impact Version 4.0, youβll be able to buy Tempest Rikoβs five-star weapon, Windplum Dance, from Munehisa Iwaiβs shop for 20 Purple Salamander Coins β a slight increase from the previous price of 10.
Adding Tempest Riko to your team will greatly improve how well you perform in battles in Persona 5: The Phantom X.
