The power levels in Dragon Ball Super become incredibly high, far surpassing those seen in Dragon Ball Z. The introduction of characters like Gods of Destruction, Angels, and warriors from different universes, along with the strongest fusions in the series, means the most powerful characters in Dragon Ball Super aren’t just strong—they’re overwhelmingly powerful.
When you look at the whole Dragon Ball Super universe, even incredibly strong characters like Goku and Vegeta are surprisingly outmatched. Some characters accomplish amazing things with little to no training, things Goku and Vegeta have dedicated their lives to barely achieving. Considering almost everyone in the series can destroy planets, the sheer number of overwhelmingly powerful characters shows just how extreme power levels have become.
7. Not Even Ultra Instinct Goku Could Beat Jiren Fair & Square

Jiren was the most powerful fighter in the Tournament of Power. Even after Goku mastered Ultra Instinct, he couldn’t defeat Jiren on his own. Eventually, Goku’s Ultra Instinct failed, and he had to work with Frieza and Android 17 to defeat Jiren through teamwork and strategy. Ultimately, Jiren lost because Universe 7’s fighters had spent the entire tournament weakening him.
Jiren’s ability to fight against incredibly powerful opponents like Ultra Instinct Goku, Super Saiyan Blue Evolution Vegeta, Frieza, and Android 17 made him exceptionally strong among all mortal characters. While Goku and Vegeta have likely become more powerful in recent installments like Dragon Ball Super: Super Hero, at the conclusion of the original Dragon Ball Super anime, Jiren was undeniably the strongest non-divine being in the series, with a significant power gap between him and everyone else.
6. Legendary Super Saiyan Broly is So Strong, Only Super Saiyan Blue Gogeta Could Stop Him

When at his strongest, Broly is the most powerful Saiyan in Dragon Ball Super, surpassing even characters like Ultra Instinct Goku, Ultra Ego Vegeta, and Beast Gohan. Currently, Broly struggles to control—or even activate—his powerful Legendary Super Saiyan form, as seen in Dragon Ball Super: Super Hero. However, once he completes his training, he’s likely to become nearly invincible. In Dragon Ball Super: Broly, his base form was already strong enough to battle Super Saiyan God Goku and Super Saiyan God Vegeta on equal footing.
Broly’s power increases the longer he battles, eventually surpassing even Goku and Vegeta in their Super Saiyan Blue forms after he achieves his own Super Saiyan transformation. It’s incredible that he can fight two of the strongest beings in the universe without using God Ki, and he’s powerful enough to genuinely threaten Gogeta. Broly has more untapped potential than any other character in Dragon Ball Super, especially considering he spent his life in isolation on Vampa. If Broly had received the same training as Goku and Vegeta, he could realistically reach power levels comparable to the Angels.
5. Super Saiyan Blue Gogeta is the Strongest Fusion in Dragon Ball History

I’ve always noticed something special about when Goku and Vegeta fuse. It’s like their intense rivalry actually creates a power-up beyond what you’d normally expect from a fusion. That’s why Vegito was able to overpower Super Buu back in Dragon Ball Z, and it explains why Gogeta is considered the strongest fusion in the current Dragon Ball Super storyline. For a long time, fans debated it, but Dragon Ball Super: Broly finally confirmed Gogeta’s place as official canon during that epic fight with Broly.
Although earlier versions of Gogeta couldn’t beat Broly, Super Saiyan Blue Gogeta is on a completely different level. He’s incredibly powerful, capable of tearing through the universe and battling Broly in another dimension before returning. Originally, Akira Toriyama planned for Gogeta to defeat Broly on the sun – a feat that shouldn’t be possible for any Saiyan, given their power levels. With the upcoming Dragon Ball Super anime remake drawing from Toriyama’s original ideas, it’s likely a remake of Dragon Ball Super: Broly will also feature Super Saiyan Blue Gogeta fighting on the sun, making him even more powerful than he already is.
4. Beerus is the Definition of Overpowered in Dragon Ball Super

Goku and Vegeta may continue to grow more powerful, but Beerus consistently remains stronger than both of them. As the God of Destruction of Universe 7, and the strongest among all Gods of Destruction in Dragon Ball Super, Beerus is exceptionally powerful. This is highlighted in the manga’s Universe Survival Saga where he defeats all other Gods of Destruction in a demonstration for Zeno. Furthermore, Beerus is unique among the Gods of Destruction in his ability to use Ultra Instinct.
I’ve noticed Beerus is incredibly powerful – during the fight with Moro, he seemed completely capable of winning before he even had to step back. It’s almost like the story has to create reasons for him to not always jump in and save Goku and Vegeta, like when he was stuck watching Bulla in the Broly movie. Even as of the Super Hero film, he’s still significantly stronger than both of them.
3. Black Frieza One-Shot Ultra Instinct Goku, Ultra Ego Vegeta, and Gas in Less Than Three Pages
In the latest Dragon Ball story arc, the Granolah Saga, Frieza has become the strongest being in the universe again. He hadn’t held that title since Goku first transformed into a Super Saiyan on Namek during the original Dragon Ball Z series. After the events of the Dragon Ball Super: Broly movie, Frieza left Universe 7 and started traveling through different universes. During his travels, he discovered a Hyperbolic Time Chamber in another universe and trained there for about ten years. This training allowed him to evolve beyond his Golden Frieza form and achieve a new, even more powerful state called Black Frieza.
Black Frieza is incredibly powerful, defeating Gas with a single strike and then effortlessly knocking out both Goku and Vegeta—they weren’t quick enough to avoid the attack. He spares them only because they aren’t his primary targets, and he considers them far too weak to pose a threat. Black Frieza is the strongest villain ever seen in Dragon Ball Super, and the Z-Fighters will face a major challenge when his story arc begins.
2. It’s Still Not Clear Just How Strong Whis Really Is
Whis, as an angel, generally can’t directly intervene in major crises facing Universe 7. However, he sometimes breaks the rules to help train Goku and protect Earth, as long as it’s not excessive. Whis is one of the most powerful characters in Dragon Ball. For example, in Dragon Ball Super: Broly, he easily dodged every attack from the incredibly strong Legendary Super Saiyan Broly – something even Super Saiyan Blue Gogeta couldn’t do. Later, during the Moro Saga, Whis casually blocked an attack from Planet Moro that even Goku, in his Mastered Ultra Instinct form, barely managed to react to, all while holding a conversation.
Whis isn’t special in this way – all Angels are incredibly powerful, particularly the Grand Priest. Even the weakest Angel could easily defeat the strongest mortal. While Goku’s Ultra Instinct might be based on an angelic technique, he’s still far below the power level of Whis and the other Angels.
1. Zeno is the Strongest Character in Dragon Ball History & It’s Not Even Close
Zeno, the Omni-King, is by far the most overwhelmingly powerful character in Dragon Ball. As the creator of the entire multiverse, he can create and destroy universes with ease. We see this in the Goku Black Saga when he completely wipes out Future Trunks’ timeline to stop the unstoppable Fused Zamasu. Remarkably, even after destroying an entire timeline, Zeno simply existed as nothingness until Goku brought him to the main universe, allowing him to connect with his counterpart and become friends.
Zeno is incredibly powerful – even the Gods of Destruction are afraid of him. This creates a difficult situation for Universe 7 when Goku is unfairly blamed for the Tournament of Power. No one has ever seen Zeno fight, so the limits of his strength are unknown, but he doesn’t need to fight because he can instantly erase anything or anyone. While characters like Beerus and Whis might eventually be overtaken by Goku and Vegeta, Zeno is far too strong to ever be surpassed and will likely remain the most powerful being in the entire Dragon Ball universe.
