Originally, he planned to conquer the world by himself, but he realized that would be impossible. So, he starts recruiting people, and the first target is a certain green-haired swordsman.
Roronoa Zoro: A talented fighter who wants to become the strongest swordsman in the world. Zoro met Luffy in Shells Town. Zoro shows no interest in joining Luffy but changes his mind when the latter saves him from certain death. The two travel to Orange Town, where they come across an orange-haired thief.
Nami: Like Zoro, Nami had no intention of joining the crew but did so to save her own skin. Nami’s skill as a navigator makes her indispensable for any person looking to conquer the Grandline.
Usopp: Despite his cowardly nature, Usopp is a fun and interesting person to be around, which is why he hits it off so well with Luffy. The crew gets another big addition in this arc as they finally switch to a real ship.
Sanji: He is the fifth and final person to join the Straw Hats in East Blue Saga. Sanji wants to find the All Blue, a dream considered ridiculous by most. After refusing to join the crew, he changes his mind after Zeff gives him the green light.
