During Kuma’s flashback sequence, it was disclosed that Roger had a meeting with Rocks a year before the God Valley Incident, which Roger later confirmed to his audience. The details of this encounter remain unclear, but it’s been suggested that Roger harbors resentful memories from their past interactions. This strongly suggests that the last time they met didn’t go well for Roger and he may have lost to Xebec in this encounter.

It becomes even clearer when you factor in Sengoku’s claim that Rocks D. Xebec was a more formidable adversary to Roger than Whitebeard, possibly even his greatest enemy. There’s strong evidence suggesting they clashed at God Valley as well, and it’s plausible that this confrontation took place 39 years ago, with Roger likely suffering the loss.
