The Strongest Non-Legendary Pokemon Of Each Generation (Based On Stats)

As a huge Pokémon fan, one of my favorite things to do is revisit older games. It’s so awesome to reconnect with Pokémon I haven’t used in ages – it feels like a proper reunion! Plus, it’s really fun to compare how Pokémon have changed and evolved across all the different generations. It’s a great way to appreciate the whole franchise.

Okay, so as a gamer, I’ve noticed some Pokemon are just way better than others, even if they’re not Legendary. It’s true for every generation of games. If you want to really succeed in any of them, you’re gonna want to build your team around those super strong, non-Legendary Pokemon. They really make a difference!

We are counting Mythical Pokemon as Legendaries, so they will not be included.

9. Dragonite

Generation 1

Dragonite is consistently a popular choice, and for good reason – it’s widely considered one of the strongest non-legendary Pokémon. As a Dragon/Flying-type with a total stat of 600, it’s the final form in the first generation of Dragon-type Pokémon families. Dragonite boasts well-rounded stats, but especially excels in Attack. This, combined with the huge variety of moves it can learn, gives players a lot of strategic flexibility.

Dragonite is a powerful Pokémon with a fantastic ability called Multiscale. When at full health, Multiscale cuts incoming damage in half. However, Dragonite is very vulnerable to Ice-type attacks. To get a Dragonite, you first need to evolve a Dratini into Dragonair at level 30, and then evolve Dragonair into Dragonite at level 50. You can purchase Dratini at the Celadon Game Corner for 2,800 coins in the Red and FireRed versions, or for 4,600 coins in Blue and LeafGreen.

Arcanine (Second Place)

Arcanine is a top pick for Generation 1 players, often considered the best Fire-type Pokémon if Charmander isn’t chosen as a starter. It boasts impressive stats across the board, but its strong attacking power is what really shines.

Arcanine can also take on a different form with a Rock typing, but since this version wasn’t available until Generation 8, it’s not included when looking at its original stats from Generation 1.

  • Snorlax (540) – With the second-highest HP (160) and top-notch Attack and Sp. Defense (110 each), Snorlax is a hard Pokemon to take down.
  • Gyarados (540) – Except for a relatively low Sp. Attack, Gyarados is one of the most well-rounded Pokemon from this generation.
  • Lapras (535) – With Speed being the only stat under 80, Lapras is a beast.

8. Tyranitar

Generation 2

The second generation of Pokémon games, Gold and Silver, introduced players to Tyranitar, a powerful Rock and Dark-type Pokémon. It boasts a total base stat of 600, making it very strong overall. Although its Rock/Dark typing is unique, it’s not particularly advantageous. This combination leaves Tyranitar vulnerable to seven different types—including a devastating four-times weakness to Fighting—but it does offer seven resistances and one immunity.

Tyranitar boasts truly impressive stats. While it’s not the fastest Pokémon outside of legendaries, it excels in every other area. Its ability, Sand Stream, is a huge advantage, damaging opponents weak to sand and boosting the Special Defense of Tyranitar and other Rock-type Pokémon. Beyond its power, its design is simply stunning, easily making it one of the best non-legendary Pokémon available.

Players who enjoy Pokémon games with Mega Evolution features will be happy to know Tyranitar receives a boost in those titles. Fans are hoping this powerful form will reappear in the upcoming Pokémon: Legends Z-A. Tyranitar evolves in two stages: first, Larvitar evolves into Pupitar at level 30, and then Pupitar becomes Tyranitar at level 55. You can find Tyranitar on Mt. Silver in the Gold and Silver versions, and specifically during the morning or daytime in the Crystal version.

Kingdra (Second Place)

  • Base Stat Total: 540
  • Type: Water/Dragon
  • Game Introduced: Pokemon Gold & Silver
  • Location In Pokemon Scarlet & Violet: Tera Raid Battles (5★, 6★)
  • Level It Evolves: Level 35, then traded while holding a Dragon Scale
  • Best Move: Wave Crash

With the release of Generation 2, Pokémon received a new way to evolve, and Kingdra was one of the first examples – it evolved from Seadra. Interestingly, Kingdra was the only Dragon-type Pokémon available in Pokémon Gold & Silver. Given how powerful Dragon-types usually are, it’s not surprising this Pokémon had impressive stats.

Kingdra has well-rounded stats, and in the second generation of Pokémon games, it’s only weak to Dragon-type attacks. This makes the battle against Clair, the Dragon-type Gym Leader in Johto, particularly challenging because players don’t have any Dragon-type Pokémon of their own to use.

  • Blissey (540) – Tied with Eternatus, Blissey has the highest HP in Pokemon history, with an absurd 255.
  • Crobat (535) – Zubat’s line tends to be underappreciated, but Crobat is comfortably one of the best Gen 2 Pokemon. It is also the fastest.

7. Slaking

Generation 3

Slaking is arguably the most debated Pokémon out there. It’s incredibly powerful – so much so that people often think it’s a pseudo-legendary Pokémon. This Normal-type Pokémon, introduced in Generation 3, has a base stat total of 670. However, its ability, Truant, forces it to skip every other turn, which is a significant drawback. While many players believe Slaking’s immense strength outweighs this limitation, Truant is frustrating and prevents it from ranking among the very best non-legendary Pokémon.

Slaking boasts impressive stats across the board, particularly its HP and Attack. Because it’s a Normal-type Pokémon, it can learn a wide range of powerful attacks, making it a versatile threat. Its pure Normal typing also means it has only one weakness, and to top it off, it’s completely unaffected by Ghost-type moves.

It’s actually possible to start getting a Slaking quite early in the Ruby, Sapphire, and Emerald games. Slakoth, the first stage in its evolution line, can be found in Petalburg Woods. Plus, it doesn’t take long to evolve – reaching level 18 gets you Vigoroth, and level 36 completes the evolution into Slaking. This is faster than evolving many other non-Legendary Pokémon.

Salamence & Metagross (Second Place)

This is the first time the Pokémon series has introduced two pseudo-legendary Pokémon in a single generation. Salamence and Metagross are often considered the most powerful Pokémon from Generation 3, especially since Slaking’s ability can be frustrating to play against. Both of these Pokémon are incredibly well-rounded with no major statistical weaknesses, making them formidable opponents in battle.

It’s unfortunate these Pokémon are difficult to obtain in their original games. For instance, you can only get Metagross after defeating the Elite Four and Champion and receiving it as a reward.

  • Milotic (540) – The sheer volume of Legendary Pokemon in this generation takes something away from the “normal” powerhouses. Milotic is a fantastic addition to most teams, arguably even better than Swampert.
  • Swampert (535) – That said, Swampert is still fantastic and pretty well-rounded.

6. Garchomp

Generation 4

  • Base Stat Total: 600

Garchomp is a powerful Dragon and Ground-type Pokémon that was introduced in Generation 4. It has a total base stat of 600, making it very strong in battle. Its type combination is excellent for attacking, and while it’s vulnerable to Ice-type moves, it’s generally quite resilient defensively.

Garchomp is surprisingly quick for a Ground-type Pokémon. Its high Attack stat, diverse moves, and the Rough Skin ability—which damages opponents who use physical attacks against it—make it a powerful threat. Even Cynthia, the champion from Diamond & Pearl, considers Garchomp one of the best non-legendary Pokémon. It also received a Mega Evolution, first appearing in Pokémon X & Y, further increasing its already impressive stats.

Gible is the initial form of Garchomp. To evolve it, you first need to get it to level 24 to become Gabite, and then level 48 to finally become Garchomp. You can find Gible in the wild in Wayward Cave in the Diamond, Pearl, and Platinum games. It’s easiest to find one in Platinum though, because Wayward Cave becomes accessible earlier in that version.

Togekiss (Second Place)

Togekiss is a strong member of the Sinnoh Champion’s team, known for being very durable. While it can withstand a lot of damage, its greatest strength lies in its high Special Attack stat. This allows it to effectively use powerful moves like Air Slash and Hyper Beam, benefiting from a bonus due to matching its type.

This Pokémon received a type change to Fairy in the sixth generation of games. However, if you play the fourth generation games, it will still be Normal and Flying-type. It’s disappointing that this popular Pokémon wasn’t included in the Paldea region.

  • Magmortar (540) – Magmar was a pretty cool 1-evolution Pokemon, but that changed in this generation. With 125 Sp. Attack, Magmortar is a deadly Fire Pokemon.
  • Electivire (540) – Electabuzz went through a process similar to Magmar, producing a new evolution that excels in Physical Attacks.
  • Porygon-Z (535) – Except for Dialga and Palkia, Porygon-Z has the highest Sp. Attack (135) in Generation 4.

5. Hydreigon

Generation 5

  • Base Stat Total: 600
  • Type: Dark/Dragon
  • Game Introduced: Pokemon Black & White
  • Location In Pokemon Scarlet & Violet: Tera Raid Battles (5★, 6★)
  • Level It Evolves: level 50, then 64
  • Best Move: Hyper Beam

Hydreigon, introduced in Generation 5, is a Pokémon with the Dark and Dragon types. It has a total base stat of 600. Like Tyranitar, this type combination has both advantages and disadvantages. It’s weak to five types, especially Fairy, which does four times the normal damage. But it also resists six types and is completely immune to Psychic attacks.

Hydreigon’s unique Ability, Levitate, protects it from Ground-type attacks. What really sets Hydreigon apart from other non-Legendary Pokémon is its diverse range of offensive options. Combined with its extensive movepool, this allows it to be a versatile attacker, capable of using both physical and special moves effectively.

You can find the Pokémon Deino in Victory Road in the original Black and White games. Its evolved form, Zweilous, also appears in Victory Road in Black 2 and White 2. Deino evolves into Zweilous at level 50, and Zweilous evolves at level 64. Catching Deino in Black or White is a great idea, as it eventually becomes one of the most powerful non-legendary Pokémon.

Archeops (Second Place)

Interestingly, Archeops, a Fossil Pokemon from Generation 5, is the second strongest non-Legendary Pokemon in that generation. With a total base stat of 567, it’s a quick and powerful attacker that any player in a Unova game should consider using. Even the Unova Champion, Iris, includes Archeops on her team, and its diverse movepool can be quite challenging to face.

  • Volcarona (550) – Evolving at level 59, Volcarona is not an easy Pokemon to get, but it is worth it due to a 135 Sp. Attack and 105 Sp. Defense.
  • Haxorus (540) – After Kyurem and Zekrom, Haxorus has the highest Attack (147) in Generation 5.

4. Goodra

Generation 6

  • Base Stat Total: 600
  • Type: Dragon, Dragon/Steel (Hisui)
  • Game Introduced: Pokemon X & Y (Kalos), Pokemon Legends: Arceus (Hisui)
  • Location In Pokemon Scarlet & Violet: Tera Raid Battles (5★, 6★) (Kalos)

The sixth generation of Pokémon games featured many strong Dragon-types, and Goodra is definitely one of them. Goodra is a Dragon-type Pokémon with a total stat value of 600. Similar to Hydreigon, it has balanced Attack and Special Attack stats, but it really stands out with its incredibly high Special Defense, making it one of the best non-legendary Pokémon available.

Goodra excels with a fantastic set of abilities. Sap Sipper protects it from Grass-type attacks, while Hydration heals status problems when it’s raining. Gooey slows down opponents who make physical contact. What really makes Goodra stand out is its diverse move pool, giving it access to powerful attacks of many different types. In Pokemon Legends: Arceus, Goodra gained a new form with the Steel typing, which is a great advantage because it helps counter its weakness to Fairy-type attacks.

Goomy evolves into Sliggoo at level 40. To evolve Sliggoo into Goodra, you need to reach level 50 while it’s raining or foggy in the game. This applies to both forms of Goodra. You can find wild Goomy on Route 14 in the Pokémon X and Y games.

Florges (Second Place)

Florges looks like it might be a Grass-type Pokemon, but it’s actually a Fairy-type! It’s also the second strongest non-legendary Pokemon in the Kalos region (Generation 6). Trainers in Kalos should think about adding Florges to their team, as its Fairy-typing is very effective, particularly against Dragon-type Pokemon.

This Pokémon excels in Special Defense and also has a respectable Special Attack, making its powerful Special moves – like the STAB move Moonblast – even more effective.

  • Noivern (535) – With 123 Speed, Noivern will attack before most Pokemon, and it has fine stats in every other area.
  • Delphox (534) – Starter Pokemon are consistently good, but Delphox deserves a special mention due to being part-Psychic.

3. Wishiwashi (School Form)

Generation 7

  • Game Introduced: Pokemon Sun & Moon
  • Location In Pokemon Scarlet & Violet: N/A
  • Level It Evolves: N/A
  • Best Move: Double-Edge

Wishiwashi is a Water-type Pokémon with a total stat value of 620. Its unique ability, “Schooling,” transforms it when its health is above 25%, though this does come with a few drawbacks. While its HP and Speed aren’t very high, its other stats are exceptionally strong.

Wishiwashi benefits from being a pure Water-type, giving it few weaknesses and several resistances. While it doesn’t have a huge variety of moves, its overall stats make it a very powerful Pokémon. It’s somewhat surprising to find Wishiwashi among the strongest non-legendary Pokémon, as it isn’t a pseudo-legendary.

You can find and catch Wishiwashi in several locations while fishing in the Sun/Moon and Ultra Sun/Ultra Moon games. These locations include Routes 7, 8, 9, 13, 14, and 15, as well as Melemele Sea, Kala’e Bay, Brooklet Hill, and Akala Outskirts.

In most Pokémon regions, there’s a powerful Pokémon that’s just below the Legendary ones in strength, and Wishiwashi fills that role. While Kommo-o is also incredibly strong and takes second place, it’s still a fantastic Pokémon.

This Pokémon boasts a powerful movepool, featuring high-damage attacks like Boomburst, Close Combat, Outrage, and Clanging Scales. While it’s particularly vulnerable to Fairy-type moves, its impressive defense and attack stats help it hold its own.

  • Ultra Beasts (570) – All the Ultra Beasts are v. strong, and they are technically not Legendaries. They excel in different areas; for instance, Guzzlord has 223 HP, Blacephalon has 151 Sp. Attack, and Kartana has 181 Attack.

2. Dragapult

Generation 8

  • Level It Evolves: level 50, then 60

Dragapult debuted in the 8th generation of Pokémon games. This Pokémon combines Dragon and Ghost types and boasts a total base stat of 600. It’s known for being incredibly fast and powerful offensively, but it’s relatively weak defensively and doesn’t have much HP.

Dragapult boasts three useful Abilities. Cursed Body has a 30% chance of disabling the opponent’s last-used move. Infiltrator lets it bypass protective barriers like Reflect and Light Screen, while Clear Body prevents opponents from lowering its stats. Its Dragon/Ghost typing has both strengths and weaknesses – five weaknesses, but also six resistances and two immunities, making it a well-rounded combination.

Dragapult evolves in two stages: first, Dreepy evolves into Drakloak at level 50, and then Drakloak becomes Dragapult at level 60. You can find Dreepy and Drakloak in the grass at the Lake of Outrage in Sword and Shield. Dreepy appears 1% of the time during cloudy weather and 2% of the time during thunderstorms or foggy days. Drakloak can also be found directly as a visible encounter under those same conditions, and additionally appears 1% of the time during rain. Dragapult is a powerful Pokémon and rightfully considered one of the strongest non-legendary options.

Ursaluna (Second Place)

  • Base Stat Total: 550

  • Level It Evolves: When Ursaring is exposed to a Peat Block during a full moon

Ursaluna is a Pokémon first introduced in Pokémon Legends: Arceus, which means it’s not as familiar to players as some others. While you can use Ursaluna in Scarlet & Violet, you’ll need to transfer it from Pokémon Home or trade with another player to get it. Although its Special Attack and Speed aren’t very strong, Ursaluna excels in other areas, boasting very high HP and Attack stats – especially for a Pokémon that isn’t Legendary, Mythical, or an Ultra Beast.

Okay, so getting this Pokémon takes a little extra work in the main games, but the “Teal Mask” expansion makes it way cooler! There’s this special “Bloodmoon” form you can catch after you beat the main boss, and honestly, it’s a beast. It’s super bulky with amazing Defense and Special Attack, and it’s got a good amount of HP too. I’m really excited to add it to my team!

  • Duraludon (535) – Duraludon is the signature Pokemon of Gym Leader Raihanm, who utilizes its Gigantamax Form, and it is super powerful with its high Physical Defense and Special Attack. Steel Pokemon are awesome as they have a lot of resistances, Duraludon is further helped by the Dragon typing also.

1. Palafin (Hero Form)

  • Location In Pokemon Scarlet & Violet: Evolve from Finizen,Tera Raid Battles (5★)

Okay, so I’ve been checking out the newest Pokemon, and Palafin is seriously powerful – but you gotta use its Hero form. The regular Palafin isn’t much to brag about, honestly. What makes it so strong is its ability, ‘Zero to Hero.’ Basically, you switch it out in battle and then back in, and it transforms, getting a huge stat boost. We’re talking a total of 650 – it’s crazy!

This Pokémon now boasts an impressive 160 Attack stat, making moves like Focus Punch and Wake Crash particularly effective. Its unique move, Flip Turn, is central to its strategy. Like U-Turn, it allows the Pokémon to attack and then switch out, returning to its Poké Ball. This sets up a form change when it’s brought back into battle.

Baxcalibur, a powerful new Pokémon introduced in Pokémon Scarlet & Violet, is an impressive Dragon/Ice type with a total stat of 600 and a diverse movepool including Normal, Ice, Dark, and Dragon attacks. While incredibly strong, particularly with its massive 145 Attack stat and devastating Glaive Rush move, it ultimately falls just short of being the best Pokémon due to Palafin’s unique abilities.

Baxcalibur has two special abilities. Its main ability, Thermal Exchange, makes its strong attacks even more powerful when hit by Fire-type moves, and it also prevents Baxcalibur from getting burned. It can also have a hidden ability called Ice Body, which restores its health during a snowstorm with each turn.

Frigibax is the first stage in this Pokémon’s evolution and can be found in the Glaseado Mountain or Dalizapa Passage areas of northern Paldea. It evolves into Arctibax at level 35, and then into Baxcalibur at level 54. While using a sandwich to increase Ice- or Dragon-type Pokémon spawns can help, Frigibax is actually quite easy to catch compared to many other non-Legendary Pokémon.
