In Witcher 3, the haircut and beard designs remain consistently the same among Velen, Novigrad, Oxenfurt, and Skellige. Toussaint offers slightly varied styles, but the fundamental cuts are identical. The pricing information is as follows:

But here’s the twist: to secure an appointment with this skilled stylist, you’ll first need to rescue him from imprisonment. Keep your eyes peeled for a question mark south of the Hanged Man’s Tree and Mulbrydale.
In this location, Geralt encounters a distressed individual. This person is identified as Claywich’s barber who has been captured. After freeing him, allow at least 24 hours in the game for him to travel to his destination.

Shop Location:
In the city center, you’ll find the barber shop. It’s situated south of “The Alchemy,” which is signified on the map with an image of a mug of beer. The barber symbol, typically indicating its location with scissors, might not appear clearly on the main map until Geralt approaches more closely. Nevertheless, this barber provides the same haircuts as the one in Claywich.

The Bits:
As I entered Novigrad through the Oxenfurt gate, I stumbled upon a questionable character claiming to be a barber in a secluded corner within The Bits area, close to the fast-travel marker. He slurred his words and reeked of alcohol, promising me a discounted haircut for my coins. However, when it came time to settle the bill, he fell silent, leaving me uncertain if I’d actually been charged the full price or not – 10 crowns still exchanged hands.
Gildorf:
The second barber shop in Novigrad is situated close to the quick-travel spot near St. Gregory’s Bridge. A glance at Geralt’s bow would be enough for him to identify the person as Nilfgaardian.

Kaer Trolde Harbor:
In the bustling Kaer Trolde harbor, there’s a clothing merchant named Sjusta who is more than happy to oblige Geralt’s request for a haircut. His services encompass the standard hairstyles that are prevalent in the area.
Svorlag:
The barber at number two among Skellige’s barbers has his shop on the tiny isle of Spikeroog, situated northwest of the primary island. He runs his business in the eastern coastal village of Svorlag.

Tourney Grounds:
In the “Blood & Wine” DLC expansion, the initial barber you encounter is situated at the tournament site, close to the arena where Geralt engages in combat with the shaelmaar.

After finishing the secondary quest named “Of Sheers and a Witcher I Sing” in Toussaint, you’ll be able to find the last barber. To begin this quest, look for Le Papillon, who is situated close to Ludovic’s shop in southern Beauclair. Once you’ve wrapped up this quest, Geralt will then have the privilege of using the barber’s services.
