In the series, there are certain characters labeled as antagonists who, surprisingly, demonstrate a lack of strength. This is not because the protagonist Luffy has recently mastered his Gear 5; instead, these villains were inherently weak when they initially appeared in the story. Therefore, here’s a list of the least formidable adversaries found in One Piece.
10. Mr. 5
An Explosive Man With A Weak Body

Mr. 5 is a prominent figure within the Baroque Works, a sinister underworld group headed by Crocodile. His unique Devil Fruit ability enables him to initiate explosions from any part of his body, even his nasal discharge, which he can launch as explosive missiles. He has been known to instill fear among the citizens and knights of Arabasta with his formidable power.
Given his powerful prowess, one might assume that Mr. 5 is strong, but that’s not entirely accurate. During his initial encounter with Luffy, Mr. 5 attempted an attack on the rubber man without success. In fact, it was Luffy who inadvertently knocked him down, as Luffy was actually angry at Zoro and happened to be near Mr. 5 at the time.
9. Yeti Cool Brothers
Cool, But Not That Powerful

The Cool Brother Duo, named for their icy origins, serve as assassins under Caesar Clown, targeting the Straw Hats. Given their monikers and nature, these two towering figures are accustomed to life in frigid environments, possessing a furry physique. Equipped with high-powered rifles, they can eliminate foes from a distance effectively. Moreover, being colossal in size, they boast impressive physical might as well.
Despite the Yeti Cool Brothers boasting exceptional marksmanship and tremendous physical power, they aren’t truly powerful. As Trafalgar Law unwittingly discovers them in the snowy peaks of Punk Hazard, a solitary strike is enough to fell these massive furry creatures.
8. Bellamy
A Man Beaten By A Single Punch

Bellamy is arguably one of the most well-known examples of a haughty villain who ultimately proves to be frail. His unique Devil Fruit power grants him the ability to transform his limbs into springs, which enables him to leap about at astonishing speeds and launch a powerful assault by utilizing that energy.
Initially, Bellamy ridicules Luffy and his companions without recognizing their true identities. Following this, he proposes a fight with Luffy. As the battle ensues, Bellamy utilizes his unique ability to leap about rapidly, accumulating speed for a devastating strike on Luffy. However, Bellamy’s strategy fails as a simple right hook from Luffy sends him crashing to the ground. Remarkably, Luffy doesn’t deploy his Gum-Gum power in this instance; it’s just a plain punch that does the trick.
7. Buffalo
Great At Support, Terrible At Offense

In the Doflamingo Pirates, Buffalo is one of their key members, much like Baby 5 who has been with the crew since childhood. He possesses a unique ability, having consumed the Spin-Spin fruit, which enables him to transform any part of his body or attire into propellers. This extraordinary power grants him flight capabilities and allows him to surprise and attack enemies from above.
Buffalo’s Devil Fruit power serves well for transportation, but lacks effectiveness in combat. Although he can generate a small whirlwind by transforming his entire body into a large propeller, the damage it inflicts isn’t significant. This is why he often collaborates with an offensive expert like Baby 5. Furthermore, Usopp and Nami’s combined attack is sufficient to defeat him.
6. Absalom
A Tank With No Offensive Power

- Story Arc: Thriller Bark Arc
Absalom serves as one of the high-ranking commanders within Gecko Moria’s Thriller Bark Pirate squad. Similar to many of his comrades and the zombies there, Absalom’s physical form has been subjected to numerous scientific alterations and enhancements, giving him a strength and resilience that outstrips ordinary humans significantly. To put it another way, he’s as robust as a tank. Additionally, he possesses a devil fruit with the power to render himself invisible.
Although Absalom appears formidable due to his strength and cloaking abilities, it’s actually his hidden bazookas on arm-mounts that he uses for attacks. By concealing these weapons, it seems like he can explode from a distance with just his hands. However, Sanji recognizes Absalom’s deceptions quickly. In just a few minutes, Sanji manages to dismantle the bazookas and retaliates with an onslaught of powerful kicks, eventually knocking Absalom off balance.
5. Caribou
A Useless Swamp Man

As an ardent fan of the high seas and its intrigues, allow me to introduce you to Captain Caribou, a name that’s quickly becoming synonymous with terror on the seven seas! Known for his brutal and merciless tactics, this fearsome pirate has earned quite the reputation. One fateful day, I stumbled upon the legendary Swamp-Swamp fruit, and in a moment of curiosity, I consumed it. This mysterious fruit bestowed upon me an incredible ability: to transform my very being into a marshland!
This power is not just for self-defense; it’s a veritable shield against any attack, as assaults simply pass through me like water through a sieve. But the true magic lies in its potential for storage! You see, wherever my swampy form touches, it absorbs anything – be it a small trinket or an enormous treasure chest! It’s a versatile and convenient ability that’s proven to be quite useful in my line of work!
Though his skill might pose an issue for foes less formidable, it proves ineffective against tough adversaries such as the Straw Hat crew or those proficient in Haki. In fact, even Franky manages to capture Caribou effortlessly and store him within a barrel.
4. Kurozumi Orochi
Eight Lives Are Wasted On Orochi

Under the guidance of Kaidou, the Thousand Beasts, Kurozumi Orochi seized the throne from its legitimate ruler, Kozuki Oden, and ascended to the position of Shogun in the Wano Country. To bolster his power commensurate with his new rank, Orochi consumed the Snake-Snake Fruit, Model: Eight-Headed Serpent. As implied by its name, this zoan-type devil fruit grants him the ability to transform into an eight-headed serpent.
Although Orochi’s eight-headed serpent form may appear daunting, it signifies that he possesses eight lives. This multi-headed form amplifies his strength and enables him to strike from various angles simultaneously. However, for those who endure the New World, this power should not pose a significant threat. To claim Orochi’s life, one must sever all of his heads, a task that the Red Scabbard samurai are adept at accomplishing.
3. Duval
An Unfortunate Minor Villain

- Story Arc: Sabaody Archipelago Arc
In the early stages of the Sabaody Archipelago storyline, Duval emerges as one of the antagonists. He heads a group known as the Flying Fish Riders, which is notorious for kidnappings. Unluckily for him, his visage matches Sanji’s wanted poster before the time leap, making him a high-priority target for both Marines and bounty hunters.
As a fervent fan, let me share my take on this: I’m quite the towering, robust individual, and I’ve got the knack for riding like a pro. However, I don’t possess any extraordinary skills or martial arts prowess. That being said, Sanji effortlessly outmatches me – no sweat required! Yet, instead of simply knocking me out, Sanji opted to employ his formidable kicks. These weren’t just ordinary kicks, mind you; they restructured Duval’s facial bones, giving him a whole new look!
2. Spandam
A Weak & Incompetent Government Employee

- Story Arc: Enies Lobby Arc
Spandam serves as the leader of CP9, an extremely influential and perilous intelligence unit under the World Government. His role was passed down from his father, Spandine, who was formerly in charge of CP9. Unlike the rest of CP9 agents, who are highly skilled assassins equipped with lethal tactics plus devil fruit powers, Spandam is a typical human.
Spandam’s significant attacking ability primarily revolves around a sword that changes into an elephant. Otherwise, he isn’t particularly dangerous. Surprisingly, even before any physical enhancements, young Franky was able to inflict lasting injuries on Spandam’s face.
1. Saint Charlos
The Most Despicable Character In One Piece

- Story Arc: Sabaody Archipelago Arc
In simpler terms, Saint Charlos is a character known as a World Noble or Celestial Dragon, featured in the Sabaody Archipelago storyline. Similar to other Celestial Dragons, he looks down upon commoners, regarding them with the same disdain a person might feel towards insects. His fascination often leads him to capture individuals and exploit his power to enslave them. In essence, Saint Charlos is a reprehensible individual in every aspect.
Beyond his title as a Celestial Dragon, Saint Charlos possesses no discernible power at all. He may even be less powerful than an ordinary human due to his lack of experience with physical labor throughout his life. This is why just one punch from Luffy is sufficient to render this loathsome character unconscious. Consequently, he stands as the weakest and most detestable villain in the world of One Piece.
