Rush Industrialization & Mass Production
As an enthusiastic player of Civilization 7, I always make it a priority to swiftly advance my nation towards Industrialization and Mass Production Technologies as soon as I enter the Modern Age. This rapid progress sets me on the path to Economic Victory!
It’s wise to strive for the “Scientific Legacy Path Victory” in the “Exploration Era,” as it will provide you with a head start in the “Modern Age.” By doing this, you’ll retain all Academies and adjacent bonuses from the Exploration era, which significantly speeds up your Science research for these Technologies after everything is reset for the new age.
In the process of studying Industrialization and boosting scientific advancements, remember to strive for these additional goals: ensuring a high level of production across all your settlements, and gathering an abundance of Factory Resources wherever you can.
- Having high Production means you will be able to construct Rail Stations and Factories in fewer turns, if you can’t afford to outright purchase them.
- Use your Influence to increase the number of Trade Routes you can establish with opponents, then send out Merchants to bring back Factory Resources from around the world.
In simpler terms, you can’t install Factory Resources into a city unless it fulfills certain conditions, however, you are allowed to save up or accumulate Factory Resources so you can quickly place them all at once at a later time.
Without a doubt, the foundation of the Economic Victory Route relies heavily on amassing substantial Gold reserves. Accumulating Gold allows for swift transformation of towns into cities, which in turn can be immediately upgraded with structures and districts. These upgrades facilitate seamless integration into your trading network.
As a seasoned Civ 7 gamer, here’s one strategy I’ve found effective for boosting my Gold reserves swiftly during the Modern Age:
1. Build and upgrade Market districts in your cities. These districts not only provide a steady Gold income but also increase with each upgrade.
2. Establish trade routes between your cities and other civilizations. The more prosperous the city you’re sending the gold from, the more Gold you’ll receive at the other end.
3. Complete Great Merchant-related quests and policies. These can provide temporary or permanent increases to your Gold income.
4. Don’t forget to collect Gold from any Luxury Resources in your territory. They might seem trivial, but over time, they can add up significantly.
5. Lastly, consider using one of your specialized units, like the Merchant, to gather Gold resources on the map. This can be a quick way to get a Gold boost, especially early in the Modern Age.

Build Rail Stations & Factories
Keep constructing Production structures in your cities, prioritize advancing Science, and strive for a robust economy until you achieve the milestone of Industrialization. This will open up the Rail Station, which is one of the essential buildings to begin earning points as a Railroad Tycoon.
Straight away, establish Rail Stations within each of your urban areas. Once built, cities featuring Rail Stations will link up with your commercial network and become candidates for receiving Factory resource benefits.
To connect your trade network, it’s essential that any cities located over water bodies are coastal settlements equipped with a port, as well as having a rail station on land.
Once you advance the technology of Mass Production, the route towards Economic Victory becomes more apparent as cities with Rail Stations will now have the ability to construct factories. These factories can only be built in cities that possess a rail station, and upon completion, they will allow cities to allocate Factory Resources – which in turn will start earning you Railroad Tycoon Victory Points.
How To Get Railroad Tycoon Victory Points

In the city where you have both a factory and a rail station connected to your trade network, resources for the factory will accumulate Victory Points for the Railroad Tycoon game every turn. However, it’s important to note that each city can only produce one type of Factory Resource. The points generated are based on the highest quantity of a single resource in that city.
A city with three times as many fish and double the amount of tea will only yield three times the number of Railroad Tycoon points each turn. Although the extra tea will still provide its science bonus, it won’t generate any additional Railroad Tycoon points.
Instead of fretting over the intricate details, consider this mechanic as if each city can specialize in producing just one type of Factory Resource. Avoid combining Resources across cities – if you have 12 units of Fish, allocate all 12 to a city with a Factory to earn 12 Railroad Tycoon points every turn. If you only have 2 pieces of Chocolate, assign them to a city with a lower Resource Limit to gain 2 Victory points each turn.
To ensure integration into your rail network, only coastal cities or towns without direct access to other settlements via waterways should have ports for entry.
As you expand your urban landscape by establishing more cities with industrial resources, you’ll find yourself accumulating more Victory Points in the game of Railroad Tycoon. Aim to settle as many towns as you can, then transform them into cities, and invest your gold in purchasing Railway Stations and Factories. These assets will link your cities to your rail network, thereby generating additional points for you.
As you progress through each turn, you’ll gradually amass Factory Points, and these points will automatically help you approach the ultimate goal. Once you collect 500 Railroad Tycoon Victory Points in Civilization 7, you’ll unlock the final Economic Victory Condition by establishing the World Bank.
Final Economic Victory Condition: World Bank
After your empire completes the Modern Age Economic Legacy Path, a Great Banker will emerge in your main city. The number of times this figure appears corresponds to twice the total number of opponents in your game. This indicates that you have that many turns remaining before securing victory.
Journey to a City” and “Summon a Global Authority” (create a World Bank branch). To achieve an Economic Triumph, you must guide the Banker to visit each opponent’s Capital and set up a World Bank Office in every City.
- Click on the “Travel To City” button, and every Capital City in the world will be highlighted in green.
- Ignore your own Capital, and move the Great Banker to any area highlighted in green.
- On their next turn, use the “Activate Great Person” ability to create a World Bank Office in that Capital.
You can hover over the “Activate Great Person” ability to see which Capitals remain.
Moving forward, you’ll visit every Capital and set up World Bank Branches, a task that requires two steps at each location. Once you’ve activated the Master Banker in the last city, a scene will unfold showing the construction of the World Bank, similar to the way Wonders are built.
Following the cinematic sequence, your Empire’s economic power will be highlighted by Gwendoline Christie. This marks the momentous achievement of an Economic Victory in Civilization 7!
