The mastermind behind this regime is Saint Imu Nerona, one of the Original Twenty, who managed to ascend and occupy the vacant throne. The Five Elders are faithful allies of Imu, and they have continued to govern the world since then, as they possess immortality, possibly due to the power of the Ope Ope no Mi.
