His Water Style techniques are far more powerful than the rest of his moves, to the extent that he predominantly depends on them. The reason why Tobirama focuses so much on Water Release isn’t explicitly stated, but it can be inferred that he may have designed his techniques primarily to counteract the Uchiha clan, who are well-known for their proficiency in Fire Style techniques.
Tobirama, known for his exceptional intelligence, developed several techniques and enhanced existing Water Style moves. They can only manipulate the surrounding water, like the river, to perform these abilities.
Originally, Tobirama was believed to be the sole shinobi who could create water from nothing, a skill usually mastered by top-tier ninjas. This unique ability was first displayed during his confrontation with Hiruzen, which occurred after he was resurrected by Orochimaru. With a single technique, Tobirama transformed the entire battlefield into an ocean, thereby gaining the upper hand in the fight. However, it’s worth noting that this aspect of Water Style techniques was later revised.

Notably, in this instance, Tobirama fought alongside Konoha and the entire Shinobi Alliance.
During the fight, he predominantly employed Water Style moves as his main attack method. The standout move among these was Heavenly Weeping, where he can fire needles made of water from his mouth. This jutsu proved particularly beneficial because it can be executed even when Tobirama is incapacitated and unable to perform hand signals. Another formidable technique is Water Style: Slicing Wave, which discharges a sharp wave of water capable of slicing through both flesh and stone. Lastly, his most powerful jutsu remains the Water Release: Water Dragon Bullet. Although other Shinobi have utilized this jutsu in the Naruto series, it is strongly associated with Tobirama due to his mastery over it and his reduction of the required hand signals to just one.
The Symbolism Behind Tobirama’s Water Style

It might seem unusual that Tobirama primarily uses Water Style despite having access to all five elemental releases. Yet, there’s a meaningful connection between his preference for Water Style and his brother Hashirama. Since Hashirama has Wood Release, Tobirama’s use of Water Style symbolically mirrors his brother’s unique abilities. After all, trees need water to thrive, so Tobirama’s Water Style represents his commitment to nurturing the roots of the Hidden Leaf Village – a dream that Hashirama had from the start.
The meaning behind the brothers’ names, Hashirama and Tobirama, adds weight to their symbolic bond. “Hashirama” means ‘the space between two pillars,’ while “Tobirama” translates roughly as ‘the space between two doors.’ On their own, these names may not seem significant, but together they suggest a structure similar to a Buddhist altar. This could imply that Tobirama’s role was to bolster Hashirama, which he did diligently. In essence, their names support the idea that Tobirama’s Water Style symbolically stood for supporting and aiding Hashirama.
Tobirama’s proficiency in Water Release can be seen as a reflection of his character opposite to the Uchiha clan. Given that he spent his youth battling the Uchiha during the Warring States period, Tobirama became adept at employing strategies that neutralized the Uchiha. As members of the Uchiha clan mainly utilized Fire Style abilities, Tobirama honed his water style to a high degree so he could effectively counter the Uchiha without depending on an external water source.
