You can begin Side Mission 131, “Rouge District’s Utility Hole Covers?”, in the Pokemon Legends Z-A Mega Dimension DLC after completing the second survey mission in Hyperspace Lumiose. Just talk to Couver, who’s located by the eastern entrance.

Okay, so I figured out the Pokémon on that manhole cover in the Rouge District! It’s Pyroar, but get this – it’s specifically a female Pyroar. And honestly, if you try to show her a male Pyroar, she’ll definitely let you know you’ve got the wrong one! She’s pretty particular, apparently.

You can easily find the manhole cover by traveling to the Rouge Pokémon Center and then walking a short distance west.

Once you show the female Pyroar to the quest giver, you will get the following as a reward:
